The Railway service has no GitHub source (disconnected 2026-10-28) and .github/workflows/deploy.yml is disabled, so production is deployed only when an agent runs railway up from a checkout. Those uploads carry no RAILWAY_GIT_COMMIT_SHA and nobody writes build-sha.txt, so GET /health answers build.commit_sha: null. Nothing on production says which code is serving.
This is repo-side tooling only. Reconnecting the GitHub source or re-enabling the workflow stays a production decision for Christopher. Nothing here deploys, and no Railway setting changes.
What
scripts/railway_deploy.sh (new, bash, set -euo pipefail)
refuses a git worktree (railway up fails with "Indexing... prefix not found" when .git is a file, observed 2026-10-29), a dirty working tree (checking the exit status of git status before its output), and a HEAD that is not on origin/main unless --allow-unmerged is passed (fetches origin main first);
writes the full 40-char HEAD SHA to build-sha.txt for the upload only and restores the tracked placeholder with git checkout -- build-sha.txt in an EXIT trap (and again right after the upload);
runs railway up --ci --service … --environment … --message "<subject> @<short sha>", taking the ids from RAILWAY_SERVICE_ID / RAILWAY_ENVIRONMENT_ID or, when unset, from the Environment ID: / service ID: lines of railway status (the --json form lists every environment and service but not which one is linked), plus --project when RAILWAY_PROJECT_ID is set as deploy.yml does;
uses the production default health URL only when both ids come from railway status and the linked target is exactly project RegEngine-Prod / environment production / service RegEngine (names read from the same output); any hand-picked id or any other linked target must set BACKEND_URL, so the default cannot report a false green for a deploy that went somewhere else. BACKEND_URL must be https://; plain http:// is accepted for loopback only (anchored regex: loopback host, optional decimal port, then end or a path, so http://127.0.0.1:80@attacker.example is rejected), since the /health body is what the script trusts for the shipped SHA. Loopback probes run with --noproxy '*' so http_proxy / ALL_PROXY cannot interpose;
polls ${BACKEND_URL:-https://regengine-production.up.railway.app}/health until .build.commit_sha equals the shipped SHA. The loop and its three failure messages mirror deploy.yml lines 123-175. The 900 s budget and 15 s interval are RAILWAY_DEPLOY_TIMEOUT_SECONDS / RAILWAY_DEPLOY_POLL_SECONDS with those defaults, which is what lets the test exercise the timeout path.
prints the SHA, the subject and the health URL only. It never prints a token, and it reports where the service/environment ids came from rather than their values.
tests/scripts/test_railway_deploy_script.py (new) runs the real script against a throwaway git repo with a local bare origin, a fake railway first on PATH that records each call and snapshots build-sha.txt at upload time, and an http.server thread playing /health. It asserts the script refuses a worktree, refuses a dirty tree, refuses an unmerged HEAD without the flag and accepts it with the flag, has the full SHA in build-sha.txt when railway up runs, restores the placeholder afterwards (tree clean), falls back to railway status for the ids, exits non-zero with the last observed SHA and HTTP code when /health never reports the SHA or is unreachable, and exits zero when it does, and refuses a hand-picked target, or a linked target whose project, environment or service differs from production, without BACKEND_URL. The matching production target is exercised through a fake curl so the default-URL path runs without the network, and a non-loopback plain-http BACKEND_URL is refused, including the userinfo bypass forms for all three loopback hosts. Proxy variables pointing at a closed port do not break the loopback probe. A fake RAILWAY_TOKEN and the service/environment/project ids are asserted absent from the output.
AGENTS.md (CLAUDE.md is a symlink to it, so one edit covers both): a one-line pointer under Verification and a short "Deploying the backend by CLI" section. Use the script, never a bare railway up, and read /health.build.commit_sha before claiming a backend change is live.
build-sha.txt is not in the diff; its tracked placeholder is unchanged.

Not tested: a real railway up. The CLI is exercised only through the fake on PATH; the flag names (--ci, --service, --environment, --message) were checked against railway up --help on railway 5.62.1, and the railway status line format against the linked production project.
Overlap
PR #3760 (scripts/railway/deploy_prod.sh, opened by another session an hour earlier) does the same job without tests, without the AGENTS.md rule, and only warns when HEAD is not main. One of the two should be closed; this PR does not touch it.
Follow-ups (not in this PR)
scripts/deploy_railway.sh (older) pushes main and waits for a GitHub-triggered deploy that no longer exists. AGENTS.md now says not to use it; retiring it is a separate change.
Nothing stops a bare railway up. A .railwayignore-level guard is not possible; the doc rule is the control.
Medium Risk
New production deploy entrypoint with strong guards; mistakes only matter when someone runs it, but wrong target or bypass could ship or verify the wrong environment.
Overview
Adds scripts/railway_deploy.sh as the required path for backend production deploys when GitHub Actions deploy is disabled and Railway has no Git source. The script blocks dirty trees, git worktrees, and (by default) HEAD not on origin/main, temporarily writes HEAD into build-sha.txt for the upload only, runs railway up --ci with explicit service/environment (from env or railway status) and a commit message, then polls /health until .build.commit_sha matches the shipped SHA—with BACKEND_URL rules so the default production URL cannot green-check the wrong target.
AGENTS.md documents this flow: no bare railway up, treat /health as proof a change is live, and deprecates scripts/deploy_railway.sh for agents.
tests/scripts/test_railway_deploy_script.py exercises the real script with fake railway, loopback /health, and cases for guards, stamping/restore, proxy --noproxy, and rollout failure modes.
Reviewed by Cursor Bugbot for commit dbadeec. Bugbot is set up for automated code reviews on this repo. Configure here.
The Railway service has no GitHub source and deploy.yml is disabled, so
production is deployed by agents running `railway up` from a checkout.
Those uploads carry no RAILWAY_GIT_COMMIT_SHA and nobody stamps
build-sha.txt, so /health answers `build.commit_sha: null` and nothing
on production says which code is serving.
scripts/railway_deploy.sh refuses a dirty tree or a HEAD that is not on
origin/main (unless --allow-unmerged), writes the full HEAD SHA into
build-sha.txt for the upload only and restores the tracked placeholder
in an EXIT trap, runs `railway up --ci` with an explicit service and
environment (env vars or `railway status`) and a "<subject> @<short
sha>" message, then polls /health until .build.commit_sha equals the
shipped SHA. The poll loop and its three failure messages mirror the
disabled deploy.yml step, with the 900 s budget and 15 s interval
exposed as env vars so the test can exercise the timeout path.
tests/scripts/test_railway_deploy_script.py runs the real script against
a throwaway git repo with a local bare origin, a fake `railway` on PATH
that snapshots build-sha.txt at upload time, and a local http.server
playing /health.
AGENTS.md (CLAUDE.md is a symlink to it) gains a "Deploying the backend
by CLI" section and a Verification pointer: use the script, never a
bare `railway up`, and read /health before claiming a change is live.

Walkthrough
Adds a Railway deployment script that checks the working tree and, by default, verifies that HEAD is an ancestor of origin/main. The script stamps the full commit SHA for upload, runs railway up --ci, and polls /health for a matching .build.commit_sha. AGENTS.md documents the deployment procedure and restrictions. Integration-style tests cover checkout checks, target selection, upload configuration, stamp restoration, and health-check outcomes.
No current merge-blocking risk was established. The proxy regression test should be isolated from inherited exclusions.
Security architecture risk: Low · up to a16ff
The workflow adds useful deployment safeguards without demonstrating new permissions or an unauthenticated deployment path. Its success result confirms that the configured endpoint reported the expected commit; it does not establish deployment-wide readiness, completed recovery, or an immutable correspondence between the checked checkout and uploaded files.
Retained concerns
No architecture-level concerns identified.
Security review details
Security Blast Radius
inferred — A credentialed invocation can deploy code to the selected service and environment within the CLI principal's existing permissions. The effective permission scope is not supplied, and no new permission grant is evidenced by this PR.
Trust Boundaries and Controls
observed — The health response is trusted for identity only over HTTPS or explicitly matched loopback HTTP. Loopback requests bypass proxies, and the anchored URL check excludes the tested userinfo-host bypass forms. Deployment remains a local privileged operation, with guidance requiring an explicit production deployment request.
Resilience and Maintainability Implications
inferred — The checkout check and later upload are not an atomic snapshot: the script uploads a mutable directory and temporarily modifies a shared stamp without serialization. Its provenance guarantee consequently assumes no concurrent checkout mutation; no attacker-controlled exploitation of that assumption is established.
Hardening Proposals
proposed — Bind the verification endpoint to the final resolved target, including any project override, using immutable target identity where available. This would reduce reliance on linked names and external cross-project validation.
proposed — If stronger release-provenance assurance is required, upload an isolated snapshot of the selected commit and serialize operations that share a checkout or deployment target.

Explanation
The description is thorough and largely complete. It explains the why (the Railway service has no GitHub source and the deploy workflow is disabled), lists the changes per file, gives a detailed verification log with test counts, notes what was not tested (a real railway up), describes overlap with PR #3760, and lists follow-ups. The template's Summary section is present as a substantive 'Why' and 'What' structure. The Type of Change checkboxes are not ticked, the Checklist is not marked, and the Related Issues section is absent. The Test Plan checkboxes are not ticked, though the Verification section supplies the equivalent evidence. The author wrote a test that uses fake modules, not sys.modules stubs, so the stub-justification item is not triggered, but the checklist is still unmarked.

Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.
Bind the health probe to the deployment environment.
If the selected environment is staging and BACKEND_URL is unset, the script still probes the production URL. Production can already serve the same SHA, so this run can report success without establishing that staging serves the upload. Require an explicit probe URL for a non-production target, or derive and verify the URL for the selected environment.

… --project
Three guards found by review and by a sibling session's deploy attempt:
- `railway up` fails with "Indexing... prefix not found" when .git is a
worktree pointer file (observed 2026-10-29), which is where most agent
sessions run. Refuse before stamping and say to use the primary checkout.
- The production /health default could verify the wrong deployment when
the target is staging: a hand-picked RAILWAY_ENVIRONMENT_ID, or a linked
non-production environment, now requires an explicit BACKEND_URL.
- Check the exit status of `git status --porcelain` before reading its
output, so a failed inspection never reads as a clean tree.
- Pass `railway up --project` when RAILWAY_PROJECT_ID is set, as deploy.yml
does; otherwise the linked project is used. The "target:" line names the
source of each id, never its value (a test caught the value leaking).
AGENTS.md now says deploy.yml is disabled in GitHub Actions although its
YAML still declares a push trigger, which is what a reviewer tripped on.

…uction target
The production /health default was accepted for any linked environment
named "production", so a checkout linked to another project or service
could deploy there and still verify against RegEngine production. The
default is now tied to project RegEngine-Prod, environment production,
service RegEngine as `railway status` reports them, and only when both
ids come from `railway status`. Any id picked by hand, or any other
linked target, must set BACKEND_URL.
Tests cover a mismatched project, environment and service, and the
matching production target through a fake curl so the default URL path
runs without the network.

The /health body is what the script trusts for the shipped SHA, so a
plain-http public URL would let an on-path party forge a green result.
Accept https:// URLs, and http:// only for 127.0.0.1, localhost and

`http://127.0.0.1:*` as a shell glob also matched
`http://127.0.0.1:80@attacker.example`, where the loopback text is user
information and the real host is the attacker's. Match loopback with an
anchored regex instead: the host may be followed only by a decimal port
and then the end of the URL or a path. Regression tests cover the
userinfo form for 127.0.0.1, localhost and [::1].

http_proxy or ALL_PROXY would route even a loopback /health request
through a proxy that could forge the body the script trusts. Pass
`--noproxy '*'` when BACKEND_URL is loopback. The https case is left
alone: TLS protects it end to end, so a corporate proxy stays usable.
A test sets the proxy variables to a closed port and expects success.

_Harness.run inherits no_proxy and NO_PROXY. If either excludes 127.0.0.1, curl reaches the health server without the script’s --noproxy argument. The test can then pass after that protection is removed. Set both variables to empty strings so the configured proxy makes removal of --noproxy fail the test. curl honors these environment exclusions. (curl.se)

It asserts the script refuses a worktree, refuses a dirty tree, refuses an unmerged HEAD without the flag and accepts it with the flag, has the full SHA inbuild-sha.txtwhenrailway upruns, restores the placeholder afterwards (tree clean), falls back torailway statusfor the ids, exits non-zero with the last observed SHA and HTTP code when/healthnever reports the SHA or is unreachable, and exits zero when it does, and refuses a hand-picked target, or a linked target whose project, environment or service differs from production, withoutBACKEND_URL. The matching production target is exercised through a fakecurlso the default-URL path runs without the network, and a non-loopback plain-httpBACKEND_URLis refused, including the userinfo bypass forms for all three loopback hosts. Proxy variables pointing at a closed port do not break the loopback probe. A fakeRAILWAY_TOKENand the service/environment/project ids are asserted absent from the output.AGENTS.md(CLAUDE.mdis a symlink to it, so one edit covers both): a one-line pointer under Verification and a short "Deploying the backend by CLI" section. Use the script, never a barerailway up, and read/health.build.commit_shabefore claiming a backend change is live.build-sha.txtis not in the diff; its tracked placeholder is unchanged.Verification
Not tested: a real
railway up. The CLI is exercised only through the fake onPATH; the flag names (--ci,--service,--environment,--message) were checked againstrailway up --helpon railway 5.62.1, and therailway statusline format against the linked production project.Overlap
PR #3760 (
scripts/railway/deploy_prod.sh, opened by another session an hour earlier) does the same job without tests, without the AGENTS.md rule, and only warns when HEAD is notmain. One of the two should be closed; this PR does not touch it.Follow-ups (not in this PR)
scripts/deploy_railway.sh(older) pushesmainand waits for a GitHub-triggered deploy that no longer exists. AGENTS.md now says not to use it; retiring it is a separate change.railway up. A.railwayignore-level guard is not possible; the doc rule is the control.🤖 Generated with Claude Code
Note
Medium Risk
New production deploy entrypoint with strong guards; mistakes only matter when someone runs it, but wrong target or bypass could ship or verify the wrong environment.
Overview
Adds
scripts/railway_deploy.shas the required path for backend production deploys when GitHub Actions deploy is disabled and Railway has no Git source. The script blocks dirty trees, git worktrees, and (by default) HEAD not onorigin/main, temporarily writes HEAD intobuild-sha.txtfor the upload only, runsrailway up --ciwith explicit service/environment (from env orrailway status) and a commit message, then polls/healthuntil.build.commit_shamatches the shipped SHA—withBACKEND_URLrules so the default production URL cannot green-check the wrong target.AGENTS.mddocuments this flow: no barerailway up, treat/healthas proof a change is live, and deprecatesscripts/deploy_railway.shfor agents.tests/scripts/test_railway_deploy_script.pyexercises the real script with fakerailway, loopback/health, and cases for guards, stamping/restore, proxy--noproxy, and rollout failure modes.Reviewed by Cursor Bugbot for commit dbadeec.
