ci(deploy): require manual approval for prod migration deploys - #3765
Makes the Railway production deploy in .github/workflows/deploy.ymlmanual-only.
Previously, every push to main that touched backend paths (including alembic/** and railway.toml) ran railway up against prod with no human gate. That meant merging a migration PR could deploy itself.
What changed
Removed the automatic push: trigger for this workflow.
Kept workflow_dispatch as the only trigger, with a requiredconfirm input that must equal deploy-prod.
Added a fail-closed confirm-gate job so a wrong/empty confirm value cannot silently skip into a green run.
wait-for-ci now depends on confirm-gate; the existing Backend CI Status Gate wait, Railway deploy steps, and post-deploy commit identity check are unchanged.
Did not add environment: production (would need paid GitHub Environment protection settings).
Why now
v141 (#3717) needs C.Lee's yes before it reaches prod. This gate makes that possible without relying on people remembering not to merge migrations while auto-deploy is on.
Operator runbook
Merge whatever should land on main (migrations do not auto-deploy).
After Backend CI Status Gate is green on the desired SHA, run Actions → Deploy to Railway → Run workflow.
Set confirm to exactly deploy-prod.
Wait for Wait for CI + Deploy RegEngine Service to finish, including the /health commit identity check.
Test plan
actionlint .github/workflows/deploy.yml (pass)
Confirm Actions UI shows only workflow_dispatch for this workflow after merge
Do not run the workflow from this PR
Note
Medium Risk
Changes how production ships (including migrations) and relies on operators using workflow_dispatch correctly; deploy steps themselves are unchanged.
Overview Production Railway deploys are now manual-only. The workflow no longer runs on pushes to main (including migration or backend path changes), so merges cannot trigger railway up by themselves.
Operators must run Deploy to Railway via workflow_dispatch and type deploy-prod in the required confirm input. A new confirm-gate job fails the run if that phrase is wrong or missing, so a mistaken dispatch cannot look like a successful no-op. wait-for-ci still enforces a green Backend CI Status Gate before deploy, but only after confirm passes.
Paid GitHub Environment protection was intentionally not added; the typed confirm phrase is the human gate instead.

Walkthrough
The deployment workflow now runs only through manual dispatch. Dispatch requires a confirm input with the exact value deploy-prod. The workflow fails if the confirmation does not match. The CI wait starts only after the confirmation job succeeds.
Production deploys become manual and confirmation-gated. A mistyped confirmation can cancel a deploy that is already running. A frontend-only latest main commit also needs a manual Backend CI dispatch before deploying. Both are bounded operational issues that are easy to fix before or shortly after merge. Restricting deploys to main remains a worthwhile follow-up.

Review details
Before / after behavior
observed — Modified behavior in .github/workflows/deploy.yml: Removed the main push trigger and its backend-path filters, leaving manual dispatch as the trigger. Dispatch now requires a string confirm input; the surrounding comments describe the manual production-deploy process.
observed — Modified behavior in .github/workflows/deploy.yml: Added a five-minute confirmation job that fails with an error unless the dispatched input is exactly deploy-prod; successful confirmation allows the workflow to proceed to the CI wait.
observed — Modified behavior in .github/workflows/deploy.yml: wait-for-ci now declares confirm-gate as a prerequisite, so it cannot start before the confirmation job succeeds. Its existing CI-wait role and name remain unchanged.

Triggers
on: is onlyworkflow_dispatch with required string input confirm.
No push, pull_request, workflow_run, schedule, repository_dispatch, or workflow_call remains in deploy.yml.
Repo-wide grep: the only railway up invocation in workflows is this file. No other workflow uses: deploy.yml or gh workflow runs it (dependabot-lock-sync only runs backend-ci/security).
Fail-closed confirm gate
New confirm-gate job compares via env (CONFIRM: ${{ github.event.inputs.confirm }}), not shell interpolation — avoids input injection.
Exact match: empty / missing / wrong value → exit 1 with ::error::.
wait-for-ci has needs: [confirm-gate]; deploy has needs: [wait-for-ci] (transitive). No if: always(), !cancelled(), or continue-on-error on the gate or deploy path. Failed/skipped gate skips deploy.
Behavior unchanged elsewhere
permissions (checks: read, contents: read) and concurrency identical to main.
After stripping the added needs: [confirm-gate] line, wait-for-ci + deploy job bodies are byte-identical to main (checkout, Railway CLI pin, secret presence check, railway up --ci, commit-sha /health verify).
Secrets / permissions
No set -x; secrets only referenced as ${{ secrets.* }} into env; validate step echoes missing names, never values; token not on argv.
Minimal permissions retained.
actionlint 1.7.12: clean on this file.
CI note
Ignore gate-only (Engine Review Pass / Head SHA / CI Status Gate). Frontend E2E out of scope. PR Blocker Checklist red is the usual chicken-and-egg pending engine reviews. Remaining backend/security jobs still running at review time; workflow-only change, substantive gate review complete.

Handle main commits without a backend CI run.
After a backend merge, a frontend-only merge can advance main before the operator dispatches the deploy. Backend CI does not run for most frontend-only changes, so the selected SHA has no backend gate and deployment fails after the discovery timeout. (raw.githubusercontent.com)

Restrict production deployments to trusted refs.
An operator can dispatch a CI-green non-main ref and deploy unmerged code. GitHub also runs the workflow from the selected ref, so an older ref can run the previous workflow without confirm-gate. (docs.github.com)
Restrict production credentials to a trusted deployment controller or a protected, main-only environment. A ref check in this workflow alone cannot protect older workflow versions.
Based on the PR objective, changes must be merged to main before deployment.

Do not cancel an active deploy before confirmation.
If another operator submits an incorrect confirmation while a deploy is running, workflow-level cancel-in-progress cancels the active deploy before this check fails. If Railway already accepted the upload, the canceled run cannot verify the deployed commit. (docs.github.com)
Keep deployments serialized without canceling an active run.
