Hardens the settings router (services/ingestion/app/settings.py) against the blockers in the 2026-10-28 router security review (reviewed SHA f3f06b3). The router stays out of PRODUCTION_ENABLED_ROUTERS; server/router_policy.py is not touched by this PR.

Changes
Retention floor. New DataRetentionUpdate request model enforces Field(ge=...) floors: cte_retention_days >= 730, audit_log_retention_days >= 730 (21 CFR 1.1455(c), 2-year FSMA 204 record retention), export_retention_days >= 1. PUT /{tenant_id}/retention returns 422 below the floor. The read model DataRetention has no floor, so older stored values below the floor still load on GET instead of causing a 500 (a test covers this). Defaults stay 1095/2555/365.
api_keys redaction on every response path._redacted_response() is applied to GET on all three paths (DB hit, in-memory cache hit, defaults). It keeps only an allowlist of metadata fields (id, name, label, prefix, last4, created_at, last_used_at, status, scopes) and drops key/secret/token/hash/api_key/value fields. An entry that only has secret fields is shown as its last 4 characters. It returns a copy, so the stored blob and the cache keep the full records and a profile or retention save does not wipe stored keys. The PUT endpoints return only {"updated": true}.
Rate limit. Both PUT endpoints use the existing shared slowapi limiter shared.rate_limit.limiter at 30/minute. No new library.
Audit. Each successful PUT sends a best-effort SETTINGS_UPDATE / CONFIGURATION event through the existing shared.audit_logging.AuditLogger, using the same scheduling as epcis/validation.py and chain_verification_job.py. If the audit write fails, it is logged and the request still succeeds. Details include tenant_id, the endpoint, the names of changed fields only (no profile values, which are PII), and a db_fallback_to_memory flag.
Tests. New services/ingestion/tests/test_settings_hardening.py covers: retention below the floor rejected and at the floor accepted; old under-floor stored data still loads on GET; a fake key never appears in any response (GET from DB, GET from cache, PUT profile, PUT retention) and the stored copy is kept; 429 once the limit is exceeded; audit calls carry no PII or secrets; unauthenticated GET/PUT gets 401/403 from the real require_tenant_context; a tenant-a context cannot read or modify tenant-b data. test_settings_1342.py fixture now sets app.state.limiter and resets it between tests. All test data is made up for the tests.

tests/contract/test_openapi_production_surface_2861.py could not run locally because this worktree has no frontend/node_modules (it needs typescript through node). That is a local setup issue; CI covers it.
None of the audited files changed between f3f06b3 and e68b62b. Adding the router to PRODUCTION_ENABLED_ROUTERS, which is a separate security decision
Follow-up: the audit actor is the service label settings-router. Recording ctx.principal_id as the actor would make the trail more useful.
Built headlessly with the Pi coding agent CLI. Do not merge without review.
Note
Medium Risk
Changes tenant settings validation, secret handling, and audit attribution on configuration endpoints; behavior is well tested but affects compliance-sensitive retention and credential metadata exposure.
Overview
Hardens the ingestion settings router (/api/v1/settings) ahead of production enablement: writes are validated and bounded, secrets never leak on read, mutations are throttled and audited.
Retention:PUT /retention now uses DataRetentionUpdate with FSMA-aligned minimums (730 days for CTE and audit logs, 1 day for exports) and returns 422 below the floor. GET still uses the floor-free DataRetention model so legacy stored values load without failing.
Secrets: GET responses run through _redacted_response() so api_keys only expose allowlisted metadata; stored JSONB and the in-memory cache keep full records so profile/retention saves do not wipe keys.
Profile PUT:CompanyProfile rejects unknown fields and caps string lengths.
Operational controls: Both profile and retention PUTs are limited to 30/minute via the shared slowapi limiter. Each successful PUT emits a best-effort SETTINGS_UPDATE audit with changed field names only (no PII), db_fallback_to_memory when the DB write fails, and the signed-in principal from TenantContext as the actor.
Tests: New test_settings_hardening.py covers floors, redaction, 429s, audit shape, auth/tenant isolation, profile bounds, and audit actor; existing settings tests reset the limiter and attach app.state.limiter.

Retention PUT requests enforce minimum values, while reads continue to accept legacy values below those floors. Settings responses redact API-key records without changing stored or cached records. Both PUT endpoints have a 30-per-minute limit and best-effort audit events. Tests cover these behaviors, authentication, tenant isolation, and company-profile validation.
Legacy settings may become unreadable, and tenants sharing an address may block each other’s settings updates when the router is enabled. Resolve the settings and audit concerns before merging unless their remaining risk is explicitly accepted.
Security architecture risk: Low · up to 75d81
The changes improve settings confidentiality and write controls without expanding the approved production API surface. One compatibility issue remains: previously accepted long profile values can prevent affected tenants from reading or correcting settings, including retention settings. The number of affected tenants is unknown.
Retained concerns
Medium · reliability · inferred: The stricter CompanyProfile model is also the persisted-data read model. The base accepted and saved strings exceeding the new limits; at head, loading such a profile raises validation errors before GET, profile replacement, or retention replacement can proceed. An affected tenant therefore cannot repair its profile or update retention through these endpoints. This is an introduced, data-dependent recovery failure affecting retention-control administration, not evidence that any deployed tenant currently has incompatible data.
Security review details
Security Blast Radius
inferred — The identified compatibility failure is scoped to tenants with incompatible stored profiles in deployments that enable settings. It blocks those tenants' settings operations without demonstrating cross-tenant access or new privileges. The approved production monolith does not expose this router.
Trust Boundaries and Controls
observed — Settings requests retain the API-key authentication path. Tenant resolution derives identity from the authenticated principal and rejects competing tenant claims; endpoint handlers use that resolved tenant rather than the URL tenant. The new response filter retains only allowlisted top-level API-key fields, with a last-four-character fallback for records containing only recognized secret fields.
Resilience and Maintainability Implications
inferred — Memory-only success after database failure and unversioned whole-blob updates remain pre-existing limitations. Database recovery can replace fallback state with an older persisted blob, and overlapping writers lack conflict detection. The PR does not establish stronger persistence or reconciliation guarantees; its added audit explicitly identifies fallback but remains best-effort.
Hardening Proposals
proposed — Separate strict profile write validation from legacy-compatible profile reads, as already done for retention, or provide an explicit migration and repair path before enabling the stricter reader. This would preserve the ability to correct profile and retention settings without weakening new-write bounds.

Actor attribution — services/ingestion/app/settings.py:224-227: AuditActor(actor_id="settings-router", actor_type="service"). Checklist requires tenant-bound audit markers with actor attribution; TenantContext.principal_id is documented as the actor_id for audit logs (services/shared/tenant_context.py:73-74). Hardcoding the router name means retention/profile changes cannot answer "who changed this?". Pass ctx.principal_id / principal_kind (and optional actor_email) into _audit_settings_update.

Reject unknown keys in the retention PUT body.
DataRetentionUpdate uses Pydantic's default extra="ignore". A misspelled key, such as cte_retention_day, is dropped with no error. The handler then saves the default for the field the client meant to set, so the stored value changes without notice. Forbidding extra keys turns this into an HTTP 422 with a clear error.

Omitted fields still take their defaults and overwrite the stored value on PUT. The PR states that the defaults remain, so this may be intended. If partial updates should keep stored values, merge the request body with settings.data_retention in update_retention instead.

Keep a strong reference to the audit task.
loop.create_task(coro) returns a task that the event loop references only weakly. add_done_callback does not keep the task alive. A pending task that nothing else references can be garbage-collected before it finishes. Its audit write is then lost, and _audit_task_done never logs the loss.
Store each task in a module-level set. Remove it when the task finishes.

Log audit-emission failures at warning level or higher.
The broad except Exception at services/ingestion/app/settings.py:256-257 logs failures at debug. Production logging typically runs above debug, so a failed SETTINGS_UPDATE audit event leaves no visible trace. The PR states that audit failures are logged without failing the request. At debug level, that logging does not surface the failure.
Change the level so the failure is visible:

Limit changed_fields to fields whose values changed.
Both PUT handlers build changed_fields from every key of the submitted model. The audit event therefore lists all profile or retention fields, even when a field keeps its stored value. Capture the stored values before the overwrite, then keep only the names whose values differ.

Do not swallow limiter reset failures.
If either limiter.reset() call raises, the fixture silently continues with unknown limiter state. Later tests can inherit requests from earlier tests and become order-dependent. Let reset failures fail the fixture, or catch only a documented unsupported-reset case.

Add a synchronized audit test for a real settings PUT.
The three tests replace s._audit_settings_update, so they do not exercise the real helper or assert SETTINGS_UPDATE, CONFIGURATION, the details payload, or exclusion of profile and secret values.
Patch shared.audit_logging.AuditLogger.get_instance and use an async test or another synchronization mechanism that waits for the task created by _audit_settings_update. A plain immediate assertion after a synchronous TestClient.put can race the detached task.

rg all audit sites: single AuditActor( construction; no leftover settings-router / actor_type="service" identity.
Email / PII: email lives only on AuditActor.email (schema attribution field). details still carries field names only — no profile values. Matches peer admin audit pattern. Not unnecessary PII.
API-key principals: covered — retention test pins principal_kind="api_key" / principal_id="key-42"; actor_email defaults to None for key callers (tenant_context).
CompanyProfile fixtures:test_settings_1342.py still green with short fixture values.

Profile bounds break stored reads
Medium Severity
Write-time extra="forbid" and max_length bounds were applied on CompanyProfile, which is also the nested read type in SettingsResponse. _db_get_settings builds that model from stored JSONB, so a previously accepted profile with extra keys or over-length strings fails validation on GET and on later PUTs that reload the blob.
Scope both PUT rate limits to the authenticated tenant.
The shared limiter keys requests by remote address. If two tenants use one gateway, requests from either tenant consume the same 30/minute budget for this endpoint; Line 372 adds the same behavior to retention PUT. One tenant can repeatedly exhaust the budget and prevent the other tenant from updating settings. Use ctx.tenant_id in the limiter key without trusting the path tenant ID. Tenant-scoped persistence does not isolate this rate-limit key. (raw.githubusercontent.com)
As per path instructions: “Flag any query, cache key, Neo4j traversal, Kafka/Redpanda message, or Redis key that is not tenant-scoped.”

Keep write limits separate from stored-profile reads.
_db_get_settings validates stored profiles with CompanyProfile. A legacy profile with an over-length string or an unknown field can raise a validation error. GET and both PUT handlers call _db_get_settings before their fallback logic, so the error can propagate as a server error instead of allowing the tenant to replace the profile. Use a legacy-compatible read model for stored profiles, while keeping the bounded CompanyProfile for PUT bodies.

Exercise the scheduled audit coroutine in the actor tests.
_FakeAuditLogger.log records the actor before its returned coroutine runs. The actor assertions can therefore pass even when the scheduled coroutine never executes. Record the actor inside the async body and synchronize with the scheduled task before asserting.

Update _FakeAuditLogger.log so it records the actor inside the returned async
coroutine, then synchronize with the scheduled task in the actor tests before
asserting that the audit call occurred.

…rate limit, audit (#3747)
Replacement for #3744 with the same tree as one conventional commit so the

Hardens the settings router (

DataRetentionUpdaterequest model enforcesField(ge=...)floors:cte_retention_days >= 730,audit_log_retention_days >= 730(21 CFR 1.1455(c), 2-year FSMA 204 record retention),export_retention_days >= 1.PUT /{tenant_id}/retentionreturns 422 below the floor. The read modelDataRetentionhas no floor, so older stored values below the floor still load on GET instead of causing a 500 (a test covers this). Defaults stay 1095/2555/365._redacted_response()is applied to GET on all three paths (DB hit, in-memory cache hit, defaults). The PUT endpoints return only{"updated": true}.shared.rate_limit.limiterat30/minute. Medium Risk
Changes tenant settings validation, secret handling, and audit attribution on configuration endpoints; behavior is well tested but affects compliance-sensitive retention and credential metadata exposure.
Overview
Hardens the ingestion settings router (
/api/v1/settings) ahead of production enablement: writes are validated and bounded, secrets never leak on read, mutations are throttled and audited.Retention:
PUT /retentionnow usesDataRetentionUpdatewith FSMA-aligned minimums (730 days for CTE and audit logs, 1 day for exports) and returns 422 below the floor. GET still uses the floor-freeDataRetentionmodel so legacy stored values load without failing.Secrets: GET responses run through
_redacted_response()soapi_keysonly expose allowlisted metadata; stored JSONB and the in-memory cache keep full records so profile/retention saves do not wipe keys.Profile PUT:
CompanyProfilerejects unknown fields and caps string lengths.Operational controls: Both profile and retention PUTs are limited to 30/minute via the shared slowapi limiter. Each successful PUT emits a best-effort
SETTINGS_UPDATEaudit with changed field names only (no PII),db_fallback_to_memorywhen the DB write fails, and the signed-in principal fromTenantContextas the actor.Tests: New
test_settings_hardening.pycovers floors, redaction, 429s, audit shape, auth/tenant isolation, profile bounds, and audit actor; existing settings tests reset the limiter and attachapp.state.limiter.Reviewed by Cursor Bugbot for commit 75d81da.
