feat(storage): cut over first-file uploads to partner-uploads - #3732
Stacked on #3729 (v138 schema). First-file cutover: when object storage is configured, partner CSV uploads go to the private Supabase/partner-uploads bucket under tenant-scoped keys, with public.partner_files metadata + audit (partner_file.upload), and fsma.manifest_blobs stores SHA-256 + storage_url with raw_bytes NULL. Local/dev without object storage keeps the bytea fallback.
Medium Risk
Changes how ingestion persists partner file bytes and tightens production to fail closed without object storage; misconfigured storage would block uploads but avoids silent DB storage of large payloads.
Overview
Partner CSV and webhook file receipts no longer write fsma.manifest_blobs directly (and remediation drops the optional regengine-ingest-raw mirror). They go through new persist_partner_upload, which stores bytes in the private partner-uploads bucket under tenant-scoped keys, inserts public.partner_files metadata, emits partner_file.upload audit events, and keeps manifest_blobs as SHA-256 + storage_url with raw_bytes NULL when object storage is configured.
Production returns 503 if object storage is missing (no silent Postgres bytea). Non-production can opt into legacy bytea only via REGENGINE_ALLOW_MANIFEST_BYTEA_FALLBACK=1. get_run_meta loads manifest bytes via resolve_manifest_raw_bytes (bytea first, else S3). The live-DB CI job sets that flag so CSV tests run without a bucket.

Walkthrough
Partner uploads now use a shared persistence helper. When object storage is configured, the helper stores upload metadata and a storage URL while leaving manifest raw_bytes null. A configured non-production fallback can store bytes in the manifest row; otherwise, unavailable storage returns HTTP 503. Both ingestion entry points use the helper. Manifest retrieval resolves bytes from the database or a valid S3 storage URL.
The CI job that verifies ingestion as the restricted runtime role will fail with HTTP 503 until the bytea fallback flag is set for that step, which blocks merge. Several earlier review concerns about storage access policy, audit immutability and migration safety also remain unresolved.
Security architecture risk: Moderate · up to dcaea
The cutover preserves important tenant checks and prevents silent database fallback in production. However, an upload can succeed in object storage and then lose its metadata when the database transaction fails, leaving retained partner bytes without a durable owner. Production storage permissions, cleanup behavior, and compatibility with existing bucket policies remain unverified.
Retained concerns
Medium · security · inferred: A successful object upload followed by a database insert, processing, or commit failure can leave partner bytes without durable metadata or an upload audit record. The webhook path rolls back database state but does not undo the object write; retries generate fresh object keys rather than recovering the earlier upload. This newly extends failed webhook uploads beyond transactional retention ownership. Private storage limits disclosure, but does not restore auditability or deletion ownership; external orphan cleanup remains unverified.
Security review details
Security Blast Radius
inferred — The demonstrated exposure concerns partner bytes submitted through authorized ingestion paths and left in the shared upload bucket after failures. Inspected application checks constrain tenant selection; no anonymous or cross-tenant retrieval path was established. The maximum authority of production object-storage credentials remains unknown.
Security Findings and Attack Paths
inferred — An authorized upload can reach a successful object write before a later failure rolls back its run, metadata, and transactional audit state. Repetition can leave additional independently named objects. This supports a retention and recovery concern, not a demonstrated authorization bypass or proof that an uploader can deliberately trigger every failure state.
Trust Boundaries and Controls
observed — Webhook ingestion checks authenticated-principal and payload tenant equality before persistence. Manifest retrieval filters both the manifest and ingestion run by tenant before using the server storage client. The storage call itself receives bucket and key, not a tenant-scoped user identity.
observed — The existing bucket migration specifies private access, but its authenticated SELECT and INSERT policies require the first object folder to equal the tenant UUID. New keys start with literal tenants instead. Those policies do not authorize the new layout. Production S3 credential mapping and any external authenticated consumers are unknown, so effective access failure or bypass is not established.
Resilience and Maintainability Implications
observed — Fresh UUID-based keys avoid overwriting another submission, but do not provide upload-level retry recovery. Event-level duplicate handling occurs after the source upload and therefore does not reconcile an earlier orphaned object.
Hardening Proposals
proposed — Give object creation a durable pending owner and recoverable upload identity, with reconciliation for interrupted requests and retry-safe cleanup. Compensating deletion alone should not be the only protection against process interruption.
proposed — Before production cutover, reconcile the object-key format with the intended bucket policy, verify the actual server credential permissions and cleanup owner, and establish a rollback procedure that preserves pointer-only manifest readability.

Grant runtime INSERT access to storage_url before writing it
When ingestion runs as the restricted regengine role, this INSERT fails because it now explicitly writes storage_url, even when object storage is disabled and the value is NULL. The v126 runtime-grants migration grants INSERT on only the previous seven columns, and v138 changes payload nullability but does not extend that grant; the same restriction is recorded in v111's runtime privilege inventory. Consequently, CSV uploads through webhook_compat._open_ingestion_run roll back instead of retaining the upload and ingesting its events. Add the corresponding column-level grant and update the privilege inventory/checks as part of this cutover.

S3 load skips hash check
Medium Severity
resolve_manifest_raw_bytes returns object-storage bytes without checking them against the stored sha256. After the cutover, get_original and evidence bundles treat that payload as the preserved original and still advertise the row hash, so a corrupted or replaced object is served as authentic.
The reason will be displayed to describe this comment to others. Learn more.
Metadata paths require object bytes
Medium Severity
get_run_meta always calls resolve_manifest_raw_bytes, so status and release handlers download the full object even though they only use hash, filename, and counts. When raw_bytes is null, those endpoints now fail if object storage is unavailable, even though the metadata already lives in Postgres.
The reason will be displayed to describe this comment to others. Learn more.
Cutover tests skip negative paths
Medium Severity
The new partner-upload tests only cover happy-path persist and resolve. Tenant-scoped storage and payload recovery are a compliance path, and there is no coverage for cross-tenant keys, malformed storage_url values, or unsupported schemes.
Triggered by project rule: Cursor Bugbot Review Guidelines
Unit tests at this SHA: pytest services/ingestion/tests/test_partner_file_storage_cutover.py — 5 passed (synthetic mocks only; they do not cover the production fail-closed path).
Blocking
Silent bytea fallback in production when object storage is off.persist_partner_upload (services/ingestion/app/partner_file_storage.py L85–L93, L129–L151) gates only on is_object_storage_configured() (s3_utils.py L39–L42), which is true solely when access key + secret are present. There is no environment / fail-closed check. If prod credentials are missing, mis-set, or briefly unavailable at process start, partner CSV bytes still land in fsma.manifest_blobs.raw_bytes, partner_files is skipped, and the audit records used_object_storage: false. That silently keeps partner payloads in Postgres. Safe design: fail closed in production (503 / refuse ingest) or require an explicit non-prod allowlist for the bytea path.
storage_url INSERT is outside the runtime column grant. The INSERT at L133–L138 writes storage_url. v126 still grants regengine INSERT only on ingestion_run_id, tenant_id, raw_bytes, sha256, original_filename, content_type, uploaded_by (explicitly excluding storage_url). v138 (feat(storage): partner file metadata + 30-day retention schema (v140) #3729) does not extend that grant. With the cutover path enabled, uploads will hit permission denied for column storage_url under the restricted role. Add a migration GRANT (and inventory test) before merge.
Nonblocking
Tenant path isolation looks solid on the write path.tenant_object_key (L29–L47) uses safe_s3_key_component + _validate_s3_key (no .., no absolute keys). Callers pass tenant_id from authenticated / GUC-set context (remediation/service.py sets GUC before persist; webhook uses principal_tenant_id). Audit metadata (L162–L172) has hashes, paths, sizes — no secrets.
Read path has no defense in depth.load_bytes_from_storage_url (L184–L195) will fetch any s3://bucket/key with no check that bucket == partner-uploads or that the key’s tenant segment matches the requesting tenant, and resolve_manifest_raw_bytes (L198–L207) does not re-verify SHA-256 against the stored digest. Writers today are trusted; still worth locking down.

Delta from FAIL at 06212b6. Heads unchanged at post time. Unit tests: test_partner_file_storage_cutover.py green (incl. fail-closed / prod-flag cases).
Prior blockers — resolved
Fail-closed / bytea gate.allow_manifest_bytea_fallback() (partner_file_storage.py) returns False whenever shared.env.is_production() is true, then only allows bytea if REGENGINE_ALLOW_MANIFEST_BYTEA_FALLBACK is exactly 1|true|yes|on (default "" → off). Missing or misspelled flag → refuse. Production path raises HTTP 503 and writes no DB rows when storage is off. Covered by test_persist_fail_closed_without_storage_or_flag and test_persist_fail_closed_in_production_even_with_flag.
Prod detection: is_production() checks REGENGINE_ENV == "production" first, then ENV, then Supabase pooler DATABASE_URL heuristic. With correct REGENGINE_ENV=production, the fallback flag cannot enable bytea.
storage_url INSERT grant. Merged via schema 514ad7c7…: v138 GRANT INSERT (storage_url) ON TABLE fsma.manifest_blobs TO regengine (+ REVOKE on downgrade), v111 REGENGINE_COLUMN_GRANTS inventory lists storage_url, structural test test_runtime_grant_includes_storage_url_insert. created_at stays ungated.
Nonblocking
Staging/preview with REGENGINE_ENV != production can still opt into bytea if the flag is set (by design). Rely on prod env labeling; cloud markers alone do not force this particular gate.
Prior tenant-path / audit notes unchanged and still look fine. No merge from me.

* fix(runbook): allow storage_url INSERT in v126 grant verify
v138 grants INSERT on fsma.manifest_blobs.storage_url for partner-uploads
pointer rows. The verify runbook treated that grant as NOT READY; require
storage_url INSERT and keep created_at INSERT denied.
* fix(retention,schema): wire v138 partner deleted_at + regenerate snapshot
Live DB retention gate failed: partner_files / partner_file_derived /
partner_file_deletion_log carry deleted_at but _RESOURCE_RELATIONS left
every policy unwired (#2900). Add RetentionPolicy entries, map them to
the public relations, and route soft/hard/cleanup SQL through
_sql_target. Skip deletion_log in the cleanup sweep (append-only audit).
WS-2c schema parity: regenerate docs/schema/expected_schema.json for the
three new tables; raw_bytes nullable on fsma.manifest_blobs is intentional
for pointer-only storage_url cutover (v138 payload check).
* fix(v138): grant DELETE on partner_files for retention sweep
Hard-delete cleanup needs DELETE on partner_files and
partner_file_derived as regengine; keep deletion_log append-only.
Update v111 cutover inventory so re-apply keeps the grants, and prove
the runtime role can purge an expired structural row.
* fix(v140): reparent partner-file storage onto v139
Merge main (v139 / e7a1c9d2f4b0 from #3741) and point the partner-file

Bind partner_file_derived.tenant_id to the parent file's tenant with a composite foreign key.
partner_file_id references only partner_files(id). Foreign-key checks ignore RLS. As a result, the runtime role, running under tenant A's context, can insert a derived row with tenant_id = A that points to tenant B's partner_file_id. The tenant policy accepts this row. The result is a cross-tenant link. Also, on delete cascade from tenant B's file then deletes tenant A's row.
The repository already uses this pattern for fsma.manifest_blobs (fk_manifest_blobs_run_tenant).
Proposed fix
- partner_file_id uuid not null references public.partner_files(id) on delete cascade,- tenant_id uuid not null references public.tenants(id),+ partner_file_id uuid not null,+ tenant_id uuid not null references public.tenants(id),
...
+ constraint partner_file_derived_file_tenant_fk+ foreign key (partner_file_id, tenant_id)+ references public.partner_files (id, tenant_id) on delete cascade,
Add constraint partner_files_id_tenant_unique unique (id, tenant_id) to public.partner_files. Apply the same change to the Supabase mirror.

Add manifest_blobs_payload_present_check as NOT VALID, then validate it separately under a lock_timeout.
ALTER TABLE ... ADD CONSTRAINT ... CHECK takes an ACCESS EXCLUSIVE lock on fsma.manifest_blobs. The lock stays held while Postgres scans every existing row. This table holds the raw bytes of every CSV upload, so the scan can be long. During the scan, the CSV ingest path cannot run its INSERT (webhook_compat._open_ingestion_run). This statement also has no lock_timeout, so it can queue behind a long transaction and block all later readers and writers.
Use NOT VALID so the add step takes only a short lock. Then run VALIDATE CONSTRAINT, which takes SHARE UPDATE EXCLUSIVE and does not block inserts.

Trivial · Nitpick
Object upload can leave an orphan if a later write fails.
put_bytes writes to the bucket before the partner_files insert, the manifest_blobs insert, and the rest of the caller's transaction. If any later step fails or rolls back, the object stays in partner-uploads with no metadata row.
The retention date is derived from partner_files, so an orphan is never covered by retention deletion.
Add a best-effort delete of the object when the DB writes in this function fail. Also add a periodic reconciliation job or a bucket lifecycle rule for objects that have no partner_files row. Rollbacks after this function returns can only be handled by the reconciliation job or lifecycle rule.

Validate the storage pointer and the fetched bytes on the read path.
resolve_manifest_raw_bytes fetches whatever s3://bucket/key the row contains. It has two gaps:
It never checks that the bucket is PARTNER_UPLOADS_BUCKET or that the key is under tenants/{tenant_id}/. The object-store credentials cover the whole bucket, so the SQL tenant filter in get_run_meta is the only tenant control. A pointer to another tenant's key would be served without error. The new runtime INSERT grant on storage_url makes this path writable.
It never compares the fetched bytes to the stored sha256. The manifest evidence can therefore be returned changed or truncated while still reporting the original hash.
Pass tenant_id and the expected hash into the resolver. Fail closed on any mismatch.
Update the call in services/ingestion/app/remediation/service.py (line 780):
Also update test_resolve_manifest_raw_bytes_fetches_storage for the new signature.

Align both storage policies with the ingestion key layout.
tenant_object_key() creates keys as tenants/{tenant_id}/engagements/{engagement_id}/.... Therefore, storage.foldername(name)[1] is tenants, not the tenant UUID. Requests evaluated by these policies cannot access those generated keys.
get_tenant_context() raises when app.tenant_id is unset. If an authenticated storage request can omit that setting, guard the call with a fail-closed CASE expression.

Replace the removed storage_url denial check with a positive check of the new contract.
The storage_url denial assertion was removed. The v138 grant justifies that removal. But the test now covers nothing about pointer rows. Add two checks under the runtime role:
A pointer-only INSERT (raw_bytes NULL, non-empty storage_url) for the own tenant's run succeeds.
An INSERT with both raw_bytes NULL and storage_url empty fails with manifest_blobs_payload_present_check.
Without these checks, a later grant change or constraint change goes undetected. Such a change could break the upload cutover or allow rows with no payload.
As per path instructions: "Flag tests that were weakened ... to make a change pass."

Cutover intact: partner_file_storage.py, remediation/webhook_compat wiring, and test_partner_file_storage_cutover.py are byte-identical to pre-merge tip 6859ff3; no partner_file_storage cutover content lost vs #3729/v140 on main.
Dropped duplicate v138 clean: no leftover 20261028_138_* files, no 08c7cf36ddbe references in this branch's migrations/tests/policy; only v140 b8c1e4f2a901 remains. scripts/check_alembic_revisions.py → single head b8c1e4f2a901.
Supabase SQL took main's version: delta vs branch tip is DELETE grants + v140 comment only; storage_url INSERT grant the cutover needs is present.
Non-blocking follow-ups (pre-merge, not introduced by this merge): key layout tenants/{t}/engagements/{e}/… vs bucket RLS expecting folder[1]=tenant_id; resolve path does not re-verify SHA; put_bytes-before-DB can orphan objects on DB failure; engagement_id=run_id stand-in with no FK.
_open_ingestion_run now stores bytes through persist_partner_upload, which
fails closed without object storage. The unit test pins the explicit local
bytea fallback, and the live-DB CI step (no object storage) opts into the
same non-production flag so the CSV runtime-role tests still run.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Merged main into this branch. There were no conflicts.
Fixes (tests and CI only, the storage code is unchanged):
Test ingestion: test_webhook_compat_1342::test_open_records_file_hash_size_rows_and_retains_bytes still expected the old direct manifest_blobs insert. Through persist_partner_upload it either reached a real bucket or got the fail-closed 503. The test now pins is_object_storage_configured=False plus REGENGINE_ALLOW_MANIFEST_BYTEA_FALLBACK=1, so its existing assertions hold.
Live DB suite: three CSV live tests got the 503 "Partner object storage is not configured", because that job has no bucket. I added REGENGINE_ALLOW_MANIFEST_BYTEA_FALLBACK: "1" to the live-DB step env in backend-ci.yml. It's non-production only, as allow_manifest_bytea_fallback() enforces. If you'd rather the live job run against a bucket stub instead, swap that out.
Local checks (Python 3.11):pytest services/ingestion/tests -n auto passed (rc=0), and check_workflow_inventory.py reports OK. I couldn't run the live-DB tests locally (no Postgres), so CI on this head will confirm them.
Deploy note: with this cutover, production upload paths return 503 until partner object storage is configured on Railway.
New head SHA: dcaea7bcec0b49550edbadbb2a102e2c368ad43e (ready for a non-Claude reviewer).

Enable the fallback in the restricted-role CSV step.
This variable applies only to the Run live-DB suite step. The later Verify ingestion and exports with the restricted runtime role step does not inherit it. That step runs CSV upload tests that call /api/v1/ingest/csv and require HTTP 200. With object storage absent and this flag unset, persist_partner_upload raises HTTP 503, so the required CI step fails. (raw.githubusercontent.com)

They go through newpersist_partner_upload, which stores bytes in the privatepartner-uploadsbucket under tenant-scoped keys, insertspublic.partner_filesmetadata, emitspartner_file.uploadaudit events, and keepsmanifest_blobsas SHA-256 +storage_urlwithraw_bytesNULL when object storage is configured.Production returns 503 if object storage is missing (no silent Postgres bytea). Non-production can opt into legacy bytea only via
REGENGINE_ALLOW_MANIFEST_BYTEA_FALLBACK=1.get_run_metaloads manifest bytes viaresolve_manifest_raw_bytes(bytea first, else S3). The live-DB CI job sets that flag so CSV tests run without a bucket.Reviewed by Cursor Bugbot for commit dcaea7b. Bugbot is set up for automated code reviews on this repo. Configure here.
