ci(pr-gate): wait for PR Gate run before frontend failed-job re-run - #3746
PR Gate Frontend was timing out after 12 minutes on a busy runner queue, then the recovery workflow failed with 403 already running while CI Status Gate was still queued in the same PR Gate run. That left CI Status Gate red even after Frontend CI Status Gate passed.
This change waits for the parent PR Gate run to finish, then re-runs failed jobs so both PR Gate Frontend and CI Status Gate recover. A 403 already running response is treated as still running and the wait continues.
Frontend recovery race (this PR): log from actions run 40780398931 on head 7a2c1bc shows POST job rerun returned 403 The workflow run containing this job is already running. CI Status Gate then failed with FRONTEND=failure.
#3711 (merge-queue change) is still open and is not on main. It is not the cause of these failures.
Test plan
Review the wait loop and reRunWorkflowFailedJobs path in pr-gate-frontend-rerun.yml
After merge, confirm a PR whose Frontend gate timed out recovers when Frontend CI/CD completes (Frontend and CI Status Gate both go green without a manual re-run)

Overview
Fixes the PR Gate Frontend Rerun recovery path when Frontend CI finishes late but the parent PR Gate workflow is still running (e.g. CI Status Gate still queued), which previously caused a 403 already running on a single-job re-run and left CI Status Gate red.
The workflow now polls until the PR Gate run completes (up to ~90 minutes, job timeout raised to 100 minutes), re-checks that PR Gate: Frontend is still failed, then calls reRunWorkflowFailedJobs so PR Gate: Frontend and CI Status Gate recover together. 403 already running on that API is treated as “still running” and retried until the same deadline. Header comments document this behavior.

The workflow now waits for the parent PR Gate run to complete, then checks whether the Frontend job still has a completed failure, timeout, or cancellation. If it does, the workflow reruns all failed jobs and retries requests that receive an “already running” 403. The job timeout increases to 100 minutes.
A push while recovery waits could cause it to rerun an outdated PR Gate. Recheck the PR head before the rerun; the possible effect on the current gate is not established.

Before / after behavior
observed — Modified behavior in .github/workflows/pr-gate-frontend-rerun.yml: The comments now describe waiting for the parent PR Gate run to finish and rerunning failed jobs, rather than rerunning only the failed Frontend job. They also document the already-running 403 case and the dependent CI Status Gate.
observed — Modified behavior in .github/workflows/pr-gate-frontend-rerun.yml: The rerun job timeout increases from 5 to 100 minutes.
observed — Modified behavior in .github/workflows/pr-gate-frontend-rerun.yml: The script replaces the single-job rerun request with a wait-and-recheck flow: it polls the parent run every 45 seconds for up to 90 minutes, fails if the run does not complete, and rechecks whether the Frontend job still has a completed failure, timeout, or cancellation. If so, it reruns all failed jobs, retrying only 403 errors whose message contains “already running” at 45-second intervals until the deadline; other errors are thrown, and exhausting the retry window fails the workflow.

Revalidate the PR head after waiting before requesting a rerun
If another commit is pushed during the new 90-minute wait, the initial isCurrentHead check becomes stale. The push cancels the old PR Gate run, allowing this loop to exit, while its already-failed Frontend job still passes the subsequent check. The recovery then reruns the obsolete SHA. In .github/workflows/pr-gate.yml:48-50, workflow concurrency is keyed by PR number with cancel-in-progress: true, so this obsolete rerun can cancel the new head’s gate (GitHub concurrency documentation). Re-fetch the PR and confirm its current head immediately before requesting the rerun, including after any retry delay.

Re-check the PR head SHA after the wait, before calling reRunWorkflowFailedJobs.
The head check runs once, before the wait loop. The wait can last up to 90 minutes, and a new push during that time makes sha stale. The rerun then targets the superseded run. Because pr-gate.yml uses a per-PR concurrency group with cancel-in-progress: true, that rerun can cancel the gate for the current head. Re-run the same head check after the wait and before the rerun.

Stale re-run cancels current gate
High Severity
The new wait can last 90 minutes, but the script never repeats the current-head sha check before reRunWorkflowFailedJobs. A later push cancels that captured run and starts another PR Gate in the same concurrency group, so the delayed re-run can cancel the current head's gate.

Wait deadline shorter than backend gate
Medium Severity
Recovery waits 90 minutes for the parent PR Gate run, but CI Status Gate stays queued until PR Gate: Backend finishes, which can take 150 minutes. When Frontend CI/CD completes early, the deadline can expire while the run is still in progress, so failed jobs are never re-run.

.github/workflows/pr-gate-frontend-rerun.yml:20-23,17,34: workflow_run on Frontend CI/CD completed, restricted to pull_request-triggered parent runs; runs default-branch YAML only and never checks out PR code; not pull_request_target.

.github/workflows/pr-gate-frontend-rerun.yml:149 note: reRunWorkflowFailedJobs re-runs every failed job in that PR Gate run (intentional for CI Status Gate); attempt cap still applies. Not a mask of frontend truth.

Summary
PR Gate Frontend was timing out after 12 minutes on a busy runner queue, then the recovery workflow failed with 403 already running while CI Status Gate was still queued in the same PR Gate run. That left CI Status Gate red even after Frontend CI Status Gate passed.
This change waits for the parent PR Gate run to finish, then re-runs failed jobs so both PR Gate Frontend and CI Status Gate recover. A 403 already running response is treated as still running and the wait continues.
Root cause (shared red across ~20 PRs)
Two stacked causes:
#3711 (merge-queue change) is still open and is not on main. It is not the cause of these failures.
