copy: 2028 is FDA non-enforcement date, not compliance date (site pages, footer, lib) - #3670
Site pages, metadata, footer and lib: stop calling July 20, 2028 the compliance date; FSMA_204_COMPLIANCE_DATE now January 20, 2026; meta descriptions kept within 155 chars.
Requested by Legal: Lead Counsel (memo fsma204-status-and-copy-flags). Compliance date stays Jan 20, 2026 (87 FR 70910); FDA has said it will not enforce before July 20, 2028 per a Congressional directive.
The changes distinguish the Food Traceability Rule’s January 20, 2026 compliance date from FDA’s stated position not to enforce the rule before July 20, 2028. They clarify that the 30-month extension is proposed and update related page copy, tool text, metadata, and tests.
The homepage still gives July 20, 2028 as the federal compliance date, which contradicts the corrected footer and the rest of this PR. Fix the callout to show January 20, 2026 as the compliance date and July 20, 2028 as FDA's non-enforcement floor before merging.

Homepage still names 2028 compliance date
High Severity
The homepage hero callout still states that the federal compliance date is July 20, 2028. That contradicts the updated metadata and footer on the same page, which now treat 2028 as the FDA non-enforcement date and keep January 20, 2026 as the compliance date under the rule.
The hero still calls July 20, 2028 the federal compliance date. FDA identifies January 20, 2026 as the compliance date and describes the extension as proposed. This prominent callout contradicts the updated footer and can mislead visitors about their obligations. Update it to distinguish the compliance date from the enforcement floor. (fda.gov)

I couldn't run the two touched test files: the permission prompt blocked npx vitest, so the test result below is not verified. Everything else was checked by hand against the checkout.
Legal accuracy (changed lines only)
Compliance date vs. enforcement: Every changed line now says "FDA has said it will not enforce … before July 20, 2028, following a Congressional directive", or the short form "FDA enforcement not before July 20, 2028". No changed line calls 2028 the compliance date.
January 20, 2026 (87 FR 70910): It is now stated as the compliance date that still applies. The old Kroger line called that date "stale", which was wrong. This PR fixes it.
fsma-tools-data.ts:8:FSMA_204_COMPLIANCE_DATE changes from July 20, 2028 to January 20, 2026. Its only consumer is FSMAToolShell.tsx:186. That screen now shows "Compliance Date: January 20, 2026" next to "Enforcement Floor: July 20, 2028", which is correct. Before this PR it was a live legal error. daysUntilFSMA204 has no callers outside its file.
constants.ts: The comment that cited Pub. L. 118-158 (March 2025) is removed. That citation was wrong; the directive came from the Continuing Appropriations Act of 2026 (Nov 2025). Removing it is correct.
90 FR 38084: I have not verified that this is the right Federal Register citation for the August 2025 proposed extension. It is not in your rule list. Check it against the Federal Register before merge.

Meta descriptions (counted by hand)
Home: 151 characters, under the 155 limit.
Tools: 153 characters, under the limit with 2 to spare.
Tests
public-snippets.test.ts: The length assertions were only reordered; none were removed. The new ogDescription === HOME_DESCRIPTION check makes the test stricter.
ftl-tools-accuracy.test.tsx: Only a test title changed. The assertion still uses ENFORCEMENT_LINE, and the new exact string matches the text in ToolsLandingClient.tsx. Nothing was weakened.
JSX/TS
Removing the <strong> tags is safe.
The text split over two lines in docs/fsma-204 and ROICalculatorClient renders as one line with a space.
Apostrophes are escaped correctly (' in JSX, curly quotes inside JS strings).
I found no unintended changes.
Outside this diff (follow-ups, not defects)
readiness-assessment.tsx:458 has the callout title FDA enforcement begins ${FSMA_ENFORCEMENT_DATE}. "Begins" overstates it; FDA has only said it will not enforce before that date. It now sits right above the corrected framing text, so the two will read as inconsistent.
The FTL checker still says "FDA won't enforce before July 20, 2028" (ENFORCEMENT_LINE). That belongs to a sibling PR.
The callout at frontend/src/app/page.tsx:92 still calls July 20, 2028 the federal compliance date. The footer at line 199 says FDA will not enforce before that date. The PR intent is that the compliance date is January 20, 2026, and July 20, 2028 is the enforcement floor. The homepage gives regulated users a compliance deadline that contradicts the footer.
Update the callout to state both dates and their roles:

⚠️Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.
Include both dates in the SEO descriptions.
These descriptions state only the July 20, 2028 non-enforcement position. They omit the January 20, 2026 compliance date. Update the root metadata and the duplicate homepage metadata so the compliance date and enforcement floor remain distinct. FDA materials make this distinction explicit. (raw.githubusercontent.com)
As per path instructions, public FSMA 204 copy must preserve compliance-critical correctness.

Real data: there is no invented customer, number, quote or stat. The citations are consistent across pages: 87 FR 70910 (rule compliance date Jan 20, 2026), 90 FR 38084 (extension proposed only) and July 20, 2028 as the non-enforcement date.
No em or en dashes in the added lines (checked with grep). The added DESCRIPTION length and no-dash test asserts in public-snippets.test.ts cover the metadata.
lib/fsma-tools-data.ts:8 changes FSMA_204_COMPLIANCE_DATE to 'January 20, 2026'. Its only consumer is components/fsma/FSMAToolShell.tsx:186, which labels it "Compliance Date" next to "Enforcement Floor" (July 20, 2028). That is correct, not a regression.
Nothing invented: "until 2028" deadline framing has been removed from fsma-204/page.tsx, buyer-programs/page.tsx, the footer and the tools pages. No Beta/Preview label surfaces are touched.
