copy(home): July 20, 2028 is FDA's non-enforcement date, not the compliance date - #3667
Homepage callout: July 20, 2028 described as FDA non-enforcement date, not compliance date.
Requested by Legal: Lead Counsel (memo fsma204-status-and-copy-flags). Compliance date stays Jan 20, 2026 (87 FR 70910); FDA has said it will not enforce before July 20, 2028 per a Congressional directive.
The homepage callout now says FDA will not enforce the Food Traceability Rule before July 20, 2028, following a Congressional directive. It replaces the statement that July 20, 2028 is the federal compliance date. The separate buyer-program notice remains.
Align the footer wording before merging so visitors do not interpret the date as the rule’s compliance date.

Explanation
The description follows the template's main sections: Summary, Type of Change, Test Plan, Checklist, and Related Issues. The Summary explains the homepage copy change, the Legal request, and the replacement of #3657. The author marked Bug fix and Documentation, which fits a copy-only change. The Test Plan marks N/A with a reason. The checklist is mostly completed. The one unchecked item is the lint item, and the author explains that CI covers it. The Related Issues section links #3657, but the summary says the PR replaces #3657, so the link type may need clarifying.

The updated callout correctly distinguishes July 20, 2028 as the date before which FDA will not enforce. The footer still says FDA date July 20, 2028, which can be read as a compliance-date claim. Use the same non-enforcement wording there. FDA materials use this framing. (fda.gov)
Proposed fix
- FDA date July 20, 2028. Buyer programs are not FDA. No seals, certifications, or FDA logo.+ FDA will not enforce the Food Traceability Rule before July 20, 2028. Buyer programs are not FDA. No seals, certifications, or FDA logo.

Review comment at @frontend/src/app/page.tsx at line 199:
Update the footer wording in the page component to state that FDA will not
enforce the Food Traceability Rule before July 20, 2028, replacing the ambiguous
“FDA date” phrasing. Preserve the existing buyer-program and no-seals
disclaimers.

The change is correct and safe to merge. It removes the wrong claim that July 20, 2028 is the compliance date, and the new wording matches what is already on the tools pages and the homepage footer.
Legal accuracy
Old text was wrong. "The federal compliance date … is July 20, 2028. That is the FDA date." That is the forbidden claim. The real compliance date is still Jan 20, 2026 (87 FR 70910).
New text is right. "FDA has said it will not enforce the Food Traceability Rule before July 20, 2028, following a Congressional directive." It describes 2028 as FDA's enforcement position, not a compliance date. It credits the date to FDA ("has said") and gives the reason (the Congressional directive). The sentence "Buyer programs are separate…" is unchanged and still correct.
Same wording everywhere. The sentence is word-for-word the same as src/app/tools/page.tsx:8, ToolsLandingClient.tsx:67, RecordsRequestChecklistClient.tsx:217 and the homepage footer (page.tsx:199), so the site says one thing.
The callout does not state Jan 20, 2026. That is not a defect: none of the rules requires every mention to include it.
The 21 CFR 1.1300 and hashing rules don't apply to this line.
Code safety
JSX is valid. The <strong className="font-medium text-re-text-primary"> tag is still balanced, and the plain comma needs no escaping.
Tests: none were changed or weakened. src/__tests__/pages/ftl-tools-accuracy.test.tsx:33,41 checks that /compliance date is July 20, 2028/i does not appear on the tools pages. The new homepage text would also pass that check. No test checks for the old callout text.
I did not run npm run lint, npm run build or npm run test:run for this review.
One line change in frontend/src/app/page.tsx:92 replacing the compliance date wording with FDA's stated non-enforcement before July 20, 2028. No data records, no dashes, Beta/Preview labels untouched, no invented claims.
