fix(security): stop logging sensitive values flagged by CodeQL - #3651
Resolves three high-severity CodeQL py/clear-text-logging-sensitive-data alerts by removing sensitive (or sensitive-derived) values from log statements while preserving operator-useful context. No functional/behavioral change beyond log content.
Does not touch services/ingestion/app/epcis/ (covered by a separate PR).

Alert
Fix
services/admin/app/auth_crypto.py:109
The ephemeral-secret warning passed the secret-named constant _HMAC_SECRET_ENV through the logging data flow. Now logs the env var name as a plain literal ("AUTH_OTP_HMAC_SECRET not set; using process-local ephemeral OTP HMAC secret"). Same message, no secret-named value in the flow.
services/admin/app/auth/fingerprint_repair.py:60
Same pattern in the fingerprint-repair skip warning; env var name is now a literal string, no _HMAC_SECRET_ENV argument.
The tenant-override-rejection warning logged api_key_tenant_id, a value derived from the raw API key. Now logs only the request-supplied requested_tenant_id (non-sensitive) and notes the key is bound to a different tenant.
Log usefulness preserved
Both admin warnings still name the missing AUTH_OTP_HMAC_SECRET env var and the action taken.
The ingestion warning still identifies the rejected request tenant for debugging; only the API-key-derived tenant value is dropped.
Tests
Added focused tests asserting the useful context is logged while the sensitive value never reaches the log record:
All pass, plus existing test_auth_crypto.py, test_backfill_email_fingerprints.py, and test_tenant_resolution_1342.py remain green.
Note
Low Risk
Log-only changes with no auth, tenant resolution, or crypto behavior changes beyond what is emitted to logs.
Overview
Addresses three CodeQL py/clear-text-logging-sensitive-data findings by changing what gets written to logs; runtime behavior (secret resolution, fingerprint repair skip, tenant rejection) is unchanged.
In admin, warnings when AUTH_OTP_HMAC_SECRET is missing no longer pass the secret-named constant _HMAC_SECRET_ENV through the logger’s format args—messages use a literal env var name instead (auth_crypto ephemeral-secret path and fingerprint_repair skip path).
In ingestion, the tenant-mismatch warning on API key override rejection logs only the request-supplied tenant and a generic note that the key is bound elsewhere; it no longer logs api_key_tenant_id, which is derived from API key material.
Regression tests lock in that operators still get useful context (AUTH_OTP_HMAC_SECRET, rejected tenant id) while sensitive or derived values never appear in log records or args.

Walkthrough
Admin authentication warnings now name AUTH_OTP_HMAC_SECRET without passing the environment-variable constant as a logging argument. The ingestion tenant-rejection warning no longer includes the API-key-derived tenant in its arguments. Regression tests cover both admin warning paths and the ingestion rejection path. The existing skip behavior and 403 response remain unchanged.

Explanation
The title names the main change: the PR stops logging sensitive values that CodeQL flagged. It uses the conventional fix(security) prefix and fits the changeset, which edits warning logs in the admin and ingestion services. The title is specific and concise.
Full details: Description check
Explanation
The description follows the template's main sections: Summary, alert-to-fix mapping, log usefulness, and tests. It states the change type in prose (security fix) but does not tick the Type of Change, Test Plan, or Checklist boxes. It has no Related Issues entry, and it lacks the template's checklist items, such as confirming no hardcoded secrets and documentation updates. These gaps are non-critical, so the description is mostly complete.

Alerts covered: #11 (auth_crypto.py:109), #21 (fingerprint_repair.py:60), #35 (tenant_resolution.py:93). These are real data-flow fixes: the secret-named constant is replaced by a literal, and the API-key-derived tenant is no longer logged. Nothing is dismissed or suppressed, epcis/ isn't touched, and scope is clean (5 files). Behaviour is unchanged apart from the log text: the 403 still fires and the ephemeral secret is still produced. Tests pass locally: admin cleartext + test_auth_crypto, ingestion new test + test_tenant_resolution_1342 (39).
Blocker:
Made-up data in tests.services/ingestion/tests/test_tenant_override_logging_redaction.py hardcodes _API_KEY_TENANT = "tenant-from-api-key-xyz", _REQUESTED_TENANT = "tenant-requested-by-caller" and the key "rge_test.secret-material". RegEngine tests must use runtime-generated values (and tenant IDs should be UUIDs). Use str(uuid.uuid4()) for both tenants and secrets.token_urlsafe() for the key, then keep the same assertions.
Non-blocking: 1 CodeRabbit trivial thread (test_cleartext_logging_redaction.py:42) is still unresolved. CI was queued when I reviewed (Head SHA Check Guard and PR Blocker Checklist were cancelled).
…rtion
Replace hardcoded tenant IDs with uuid.uuid4() and the hardcoded API key
with secrets.token_urlsafe() in the tenant-override redaction test. Address
CodeRabbit feedback: assert the ephemeral-secret warning passes no logging
arguments (records[0].args in (None, ())) instead of a substring check.
test_tenant_override_logging_redaction.py: the tenants now come from str(uuid.uuid4()) and the API key from secrets.token_urlsafe(). No literal tenant or key strings are left in the PR's test files, which follows Lead's rule and the #3644 precedent.
test_cleartext_logging_redaction.py: now asserts records[0].args in (None, ()), which is stricter than before. Good.
0 unresolved review threads. The existing tenant-xyz on main is out of scope.
