A DB error in _query_tenant_events now raises ExportStorageUnavailable. Both /api/v1/export/epcis and /api/v1/export/fda return 503. They no longer return 200 with dataSource: "empty" and "No data yet" (SEL-508).
The silent LIMIT 5000 ORDER BY DESC is replaced by a 50,000-event hard cap, fetched as cap+1. Over-cap exports return 413 instead of dropping the oldest events (SEL-506). This follows the compliance FDA export pattern (services/compliance/app/routes.py_MAX_EXPORT_EVENTS, 503/413).
On origin/main 2eaad75, 6 new tests fail: the raise on DB error, the cap+1 bound replacing LIMIT 5000, 503 on both endpoints, and 413 on both endpoints.
With this fix, 56/56 pass across test_epcis_export_1342, test_epcis_export, test_mock_audit_1342 and test_legacy_router_tenant_context.
test_5001_events_export_5001 also passes on main, because the fake session ignores SQL LIMIT. The LIMIT regression is covered by the bound test.
The old test_swallow_exception_returns_empty_list asserted the buggy behavior and has been replaced.

Medium Risk
Changes compliance-critical export API behavior (new 503/413 responses and a higher effective cap than the old 5k truncate), which may affect integrators that relied on 200 with empty payloads or partial exports.
Overview EPCIS and FDA ingestion exports no longer treat DB failures or oversized result sets as successful empty exports.
_query_tenant_events now raises ExportStorageUnavailable on database errors instead of returning [], and uses a parameterized LIMIT of 50,000 + 1 (replacing the hard LIMIT 5000 that could silently drop older events). New _load_export_rows maps storage errors to 503 and over-cap results to 413, shared by /api/v1/export/epcis and /api/v1/export/fda—aligned with the compliance FDA export cap pattern.
Tests replace the old “swallow exception → empty list” expectation with coverage for raises, cap+1 SQL binding, 503 on both endpoints, and 413 when results exceed the cap. The Semgrep tenant-scope allowlist qhash for _query_tenant_events is updated for the changed SQL text.

Walkthrough
The EPCIS and FDA export routes now fetch up to 50,001 events. They return HTTP 413 when more than 50,000 events match and HTTP 503 when a database query fails. Both routes use shared row-loading logic. Tests cover storage failures, larger exports, and the row limit.
Database acquisition or cleanup failures can still surface as unexpected server errors instead of the intended 503 response, so this error-handling change should be fixed before merge.
Security architecture risk: Low · up to 7b954
Exports now reject storage failures and oversized results instead of reporting misleading success. Tenant isolation remains unchanged. The larger buffered exports increase resource demand, while production capacity and compatibility with external callers remain unverified. No introduced security vulnerability was established.
Retained concerns
No architecture-level concerns identified.
Security review details
Security Blast Radius
inferred — The maximum fetched row count increases roughly tenfold for an authenticated caller with sufficient tenant data. Both formats remain fully buffered before response delivery, increasing potential request-level memory and processing pressure. This does not expand tenant access; service-wide availability impact remains unquantified without runtime capacity and concurrency evidence.
Trust Boundaries and Controls
observed — The mounted application retains request-rate middleware with a default of 100 requests per minute, configurable by environment. It buckets requests by trusted tenant identity when available, otherwise by client IP. This is a request-count control, not evidence of a sufficient export memory or concurrency budget.
Resilience and Maintainability Implications
observed — The shared loader rejects oversized results before constructing either output format and returns a fixed storage-error message rather than the underlying database exception text.
Hardening Proposals
proposed — Validate worst-case buffered export size and concurrent-request demand against production worker budgets. If those budgets are insufficient, consider export-specific admission limits or asynchronous generation; resource exhaustion has not been demonstrated.

The title names the main change: EPCIS and FDA exports now fail with an error instead of returning silent empty or truncated results. It also cites SEL-506 and SEL-508. The changeset matches this: DB errors raise ExportStorageUnavailable (503), and oversized reads return 413 instead of being truncated at LIMIT 5000. The title is 98 characters, which is longer than ideal but still readable.

Keep session acquisition and cleanup inside the storage-error path.
When SessionLocal() fails, get_db_safe() returns None. _query_tenant_events() then raises ExportStorageUnavailable at db.execute(), but its finally block calls db.close() on None. That cleanup error escapes before _load_export_rows() can return 503. A cleanup exception can also mask the storage exception.

Unavailable session skips the 503 path
Medium Severity
get_db_safe returns None when a session cannot be created, but _query_tenant_events still calls db.close() in finally. That second AttributeError replaces the new ExportStorageUnavailable, so _load_export_rows never turns this outage into HTTP 503. The compliance export this change mirrors guards the close with a None check.
The remerge-diff is empty (the parent is main). The logic is correct:
LIMIT :row_limit is set to cap+1, and len > 50_000 returns 413, so exactly 50,000 rows still returns 200. There's no off-by-one.
A DB error raises ExportStorageUnavailable, which becomes 503.
The tests call the real routes. On main, 6 tests fail. With this change, all pass.
Blocking: a real CI failure.Tenant Isolation & Auth Tests (job 121093323542: 2 failed, 309 passed) and SAST (Semgrep) → "Tenant-scope query gate" both fail:
STALE baseline entry: .semgrep/tenant-scope-allowlist.yml:143-148 (qhash: "87bb48c02e1970fb")
The query is still tenant-scoped at runtime (e.tenant_id = :tenant_id seeds where). But changing LIMIT 5000 to LIMIT :row_limit changed the query hash that the allowlist pins. I ran the scanner locally on this head, and it reports the new qhash as c9b46a2dd14590f8. Updating that entry in .semgrep/tenant-scope-allowlist.yml should clear both checks.
Non-blocking:
test_5001_events_export_5001 also passes on main, because the fake session ignores LIMIT. Only the SQL-param test covers the LIMIT change.
Delta review, by hand, on top of 6b00911 (previous FAIL). The commit touches 2 files.
.semgrep/tenant-scope-allowlist.yml: qhash is now c9b46a2dd14590f8, matching the scanner's computed hash. Locally scripts/security/scan_tenant_scope.py says "Tenant-scope query gate passed."
.secrets.baseline: it only drops the stale Hex High Entropy String entry for the allowlist's old qhash (line 147) and bumps generated_at. No real secret; the new hash line carries # pragma: allowlist secret.
CI: Tenant Isolation & Auth Tests and SAST (Semgrep) are green on this head, so the 2 tenant-auth failures are gone.
CI: all real checks green. Remaining failures are engine-review gates only (circular), plus Vercel Preview Built (deploy skipped by Ignored Build Step on non-frontend PRs, not a build failure): CI Status Gate,Engine Review Pass,Engine Review Pass,Head SHA Check Guard / status,PR Gate: Backend,Vercel Preview Built,PR Blocker Checklist,Head SHA Check Guard,
epcis_export.py: DB errors now raise ExportStorageUnavailable -> 503 on both /export/epcis and /export/fda, never "No data yet". LIMIT is bound as cap+1 (50,000+1) and >cap returns 413 instead of silently dropping the oldest rows. Matches R1/SEL-506/SEL-508.
Error detail returned to clients is generic (no exception text leaked); exception text only goes to logs.
Semgrep qhash re-pin + secrets baseline change are consistent with the LIMIT edit.
Tests are data-free (existing _event_row helper, cap patched to 3), assert 503/413 and cap+1 binding.
Not a code blocker but a merge blocker: required CI is red (PR Gate: Backend timed out waiting on Backend CI Status Gate -> CI Status Gate failure) and the branch is 12 commits behind main. Merge main in and rerun; a clean main merge with empty remerge-diff keeps this PASS.
Nit: the 413 log line includes tenant_id; fine for ops, consistent with other export logs.
