Fixtures invent traceability lot codes

Medium Severity

The restored CSV and EDI fixtures invent Traceability Lot Codes such as LOT-ROM-2026-0312A and treat ASN-12345 as a TLC, along with fabricated harvest dates, quantities, facility names, and GLNs. The real-data-only rule flags invented KDEs and synthetic TLCs in test fixtures.

"""End-to-end runs of the restored CSV and EDI fixtures.

Each fixture goes through: ingest -> KDE/CTE checks -> data gap flags
(``shared.data_gap_tracking``) -> FDA sortable spreadsheet. The run must
finish within the 24 hours allowed by 21 CFR 1.1455(c)(1). The spreadsheet
format is covered by 21 CFR 1.1455(c)(3)(ii).

Fixtures were restored byte-for-byte under C.Lee's scoped exception to the
real-data-only rule:
- ``services/ingestion/tests/fixtures/01_harvesting.csv`` (originally
``sample_data/01_harvesting.csv``, from a0911dc6^)
- ``services/ingestion/tests/fixtures/edi_corpus/asn_856.edi`` and
``asn_856.expected.json`` (from 2a8f4887^)

No fixture values are invented or edited here. The EDI 856 carries no lot
number (LIN/LT) and no ship date KDE, so it is expected to be rejected with
open gaps and to contribute no spreadsheet rows.

Run the end-to-end fixtures through persistence and the FDA export path.

_run_pipeline builds in-memory row dictionaries from accepted events and passes them to _generate_csv. It does not persist accepted events or validation failures. It also does not read records back through the persisted-event converter or an export entrypoint. Both tests can still pass if evidence persistence or record retrieval for FDA export breaks. Persist the fixture events through the ingestion path, read them back, and assert the gap state and spreadsheet from the retrieved records. _generate_csv remains the serializer under test.

Update `_run_pipeline` and the end-to-end fixture tests to send fixture events
through the ingestion persistence path, then retrieve them using the
persisted-event converter or export entrypoint. Derive the asserted gap state
and spreadsheet from those retrieved records, keeping `_generate_csv` as the
serializer under test rather than passing it in-memory rows.

Measure the FDA request-to-export path.

Both assertions time fixture parsing and direct in-memory CSV generation. They do not persist records, retrieve them through GET /v1/fsma/audit/spreadsheet, or measure response delivery. Add coverage that persists the fixture records, issues the spreadsheet request, and measures the response time. This protects against request-to-delivery regressions that the current assertions cannot detect. This is a recommended test-coverage improvement, not evidence of a current major production failure.

Extend the restored-fixtures end-to-end test beyond fixture parsing and
in-memory CSV generation: persist the fixture records, request them through GET
/v1/fsma/audit/spreadsheet, and measure elapsed time through response delivery
against the SLA. Keep the existing timing checks while adding coverage for the
full request-to-export path.

EDI test ignores rejection path

Medium Severity

After _validate_edi_as_fsma_event raises, the test still calls _build_ingest_event_for_set and runs gap tracking plus _generate_csv. Production ingest_edi_document stops there and never builds an event, records gaps, or emits spreadsheet rows. The ASN-12345 TLC is also not how ingest assigns a lot.
