Implements SEL-452.

What

  • frontend/src/lib/capabilities.ts: single registry with four statuses (live, preview, planned, off) plus statusOf(). Statuses unchanged from main (neverShown becomes off; planned is empty).
  • scripts/copy-lint/check-copy.mjs: parses the four statuses (duplicate status is an error); live-claim now covers preview, planned and off. New --gate, --baseline, --update-baseline.
  • scripts/copy-lint/baseline.json: per file and rule counts generated from current main (386 findings in 98 files). No line numbers.
  • .github/workflows/copy-gate.yml (job Copy gate), actions pinned to SHAs, listed in scripts/workflow_inventory.txt.

Blocking vs report-only: the issue says the lint "fails a PR", so this gate blocks. Because main still has 386 findings (dash cleanup is in #3544), it blocks as a ratchet: a PR fails only if a file and rule count goes above the baseline. Reductions pass; run node scripts/copy-lint/check-copy.mjs . --update-baseline to lock them in. Not added to required contexts; that is a branch protection call.

No overlap with #3544: no page or component copy edited; copy-lint.yml untouched (#3524 pins it).

Tests (data-free): node --test scripts/copy-lint/check-copy.test.mjs 9/9 pass; check-copy.mjs . --gate exits 0. tests/scripts/test_check_workflow_inventory.py fails the same way on main (nine unlisted workflows incl. copy-lint.yml); #3524 fixes that.

Merge freeze: do not merge.

Note

Low Risk
CI and lint tooling plus a small capabilities registry refactor; no runtime product logic or user-facing copy edits in this PR.

Overview
Adds a blocking CI copy gate (SEL-452) so frontend copy-lint violations can only stay flat or improve, not grow.

Capabilities registry in capabilities.ts is expanded to four statuses (live, preview, planned, off), renaming neverShown → off with the same feature lists, plus statusOf() and stricter parsing (no duplicates, planned may be empty). check-copy.mjs wires those statuses into edi-sftp / live-claim rules and adds baseline tooling: countsByFileRule, compareBaseline, gateCompare, CLI flags --gate, --baseline, --update-baseline, and --base-baseline for comparing PR vs main.

baseline.json snapshots current per-file, per-rule violation counts (~386 findings). The gate fails if actual counts exceed main, if the PR baseline is looser than main, or if baseline.json is stale after fixes. .github/workflows/copy-gate.yml runs unit tests then check-copy.mjs . --gate --github with the base branch baseline; workflow_inventory.txt lists the new workflow. Tests in check-copy.test.mjs cover registry and gate behavior; package.json documents knip’s read of capabilities.ts.

Also updates docs/schema/expected_schema.json with public.data_gap_events (appears unrelated to the copy gate work).

Walkthrough

The changes add planned and off capability statuses and update copy-lint parsing and rules to use them. The CLI counts findings by file and rule, compares counts with JSON baselines, supports baseline updates, and fails when gate checks detect mismatches or increases. Tests cover status handling, baseline comparisons, and gate outcomes. A GitHub Actions workflow runs the tests and copy gate on relevant pull request changes and pushes to main.

  • observed — Modified behavior in frontend/src/lib/capabilities.ts: The registry adds an empty planned list and renames neverShown to off; EDI and SFTP remain listed under the renamed status.
  • observed — Modified behavior in frontend/src/lib/capabilities.ts: Adds CapabilityStatus from the registry keys and statusOf, which searches statuses in live, preview, planned, off order, returning the matching status or undefined for an unlisted name.
  • observed — Modified behavior in frontend/package.json: Added //knip metadata describing src/lib/capabilities.ts as an input to the copy-lint check script and stating that frontend code does not import it.
  • observed — Modified behavior in scripts/workflow_inventory.txt: Adds copy-gate.yml to the list of workflows tracked by the inventory.

REVIEW: FAIL muse d2fb80f

Head matches d2fb80f. Not merging (freeze).

Blocking

  1. scripts/copy-lint/check-copy.mjs:254-262 + :238-242: the baseline does not "only shrink". --gate compares current findings against whatever baseline.json is in the PR's own checkout, so a PR can run --update-baseline (or hand-edit baseline.json) to raise any file/rule count and the gate passes. Nothing checks the PR's baseline against main's. Reductions only log a message, so slack left after a fix can absorb a later regression in the same file/rule. Fix: in copy-gate.yml load baseline.json from the base ref (git show origin/${{ github.base_ref }}:scripts/copy-lint/baseline.json) and fail if any count in the PR's baseline goes above it (new file/rule keys included), and fail (or require the update) when reductions.length > 0, so the baseline stays tight.

Non-blocking
2. frontend/src/lib/capabilities.ts:2-16: statuses look right. live = CSV upload, JSON events API (CSV ingest exists in services/ingestion/app/csv_templates.py, events ingest exists); EPCIS is kept in preview even though services/ingestion/app/epcis/router.py:40,129,143,343 has routes, which is the safe direction; EDI/SFTP are off. Nothing is falsely live. The duplicate-status guard (check-copy.mjs:94-104) is good.
3. Unused File Guard: this doesn't fix it. No file under frontend/src imports lib/capabilities, and the new statusOf/CapabilityStatus exports are unused too. The registry is only read as text by check-copy.mjs, so the guard will still flag it. It needs an import or an allowlist entry.
4. scripts/copy-lint/baseline.json: total 386 = sample-demo 103, sandbox 83, invented-entity 71, epcis-unlabeled 67, dash-placeholder 25, empty-render 18, hyphen-dash 12, em-dash 4, edi-sftp 3. live-claim is 0. The serious ones are invented-entity: proof/transformation 19, inflow-lab/InflowLabClient 15, dashboard/recall-report 12, proof/recall-drill 6, demo/page 4 and others. Baselining them is OK only as a ratchet. #3547/#3543 should drive those to 0 and shrink the baseline. dashboard/recall-report (12) is not covered by either PR as far as I know.
5. .github/workflows/copy-gate.yml: OK. checkout/setup-node pinned to SHAs, permissions: contents: read, plain pull_request (no pull_request_target), no secrets. scripts/workflow_inventory.txt:36 lists it.
6. scripts/copy-lint/check-copy.test.mjs: data-free. Strings come from the registry, copy-rules.json and field-name terms, with no invented entities or values. 9/9 pass locally (node --test, no install), and --gate exits 0 at this head.

CI at review time: 3 fail (PR Blocker Checklist x2, Engine Review Pass), 2 pass, 52 pending (including Copy gate and Frontend Unused File Guard), 5 skipped.

REVIEW: PASS muse b8e49d8

Delta re-review d2fb80f -> b8e49d8. Not merging (freeze).

Previous blocker (baseline could be loosened by the PR): fixed.

  • .github/workflows/copy-gate.yml:33-39: on pull_request, the base baseline is git show "origin/${BASE_REF}:scripts/copy-lint/baseline.json" (checkout fetch-depth: 0), i.e. main's committed file, not one the PR can edit. On push it uses HEAD^. BASE_REF goes through env, not inline. Still plain pull_request, contents: read, no secrets, actions SHA-pinned.
  • scripts/copy-lint/check-copy.mjs:226-239 gateCompare fails when actual > main, PR baseline > main, or PR baseline != actual. A new key counts as main=0, so it fails. Drops must be written to the baseline.
  • Deletion bypass: none. Once main has baseline.json, a PR that deletes its own copy makes readFileSync throw at check-copy.mjs:275 (exit 1), and a PR that empties it to {} fails on "stale". I simulated both locally against a copy of the baseline as main: deleted -> exit 1, emptied -> exit 1, matching -> 0, no base file (bootstrap) -> 0. A PR can't remove main's file, so the fallback only fires while main has no baseline (true today).

Non-blocking

  1. copy-gate.yml:36,38 2>/dev/null || : swallows every git show error, not just "path missing". If origin/main can't be resolved, the gate silently falls back to the PR's own baseline (check-copy.mjs:278-280). The fallback isn't time-limited. Suggest fail-closed after this lands: drop the || : (or check git cat-file -e first and error out on anything other than a missing path), or just remove the bootstrap branch in a follow-up once main has the file.
  2. The gate is defined in the PR-editable workflow, like every pull_request check. Make Copy gate a required check and put .github/workflows/copy-gate.yml + scripts/copy-lint/ under CODEOWNERS.
  3. frontend/package.json:25-29: adding src/lib/capabilities.ts to knip.entry, with the //knip note, is the right fix for the Unused File Guard flag. The guard is still pending, so it isn't confirmed yet.
  4. compareBaseline is now only used by its tests. Fine to drop later.

Tests: data-free. The new gateCompare tests use counts 0/1/2 on the real capabilities.ts path and the first rule name, with nothing invented. 15/15 pass locally (node --test, no install).

CI at review time: 2 fail, 1 pass, 46 pending, 5 skipped. Pinned supply chain fails only on existing files outside this diff (copy-lint.yml:23-24 unpinned, statuses perms in engine-review-pass/head-sha-check-guard/vercel-preview-guard). copy-gate.yml isn't flagged. PR Blocker Checklist fails. Copy gate and Frontend Unused File Guard are pending.

REVIEW: PASS gemini 5383c1c

Logic

  • capabilities.ts: four statuses with statusOf(). neverShown becomes off with the same members, and planned is empty. parseCapabilities rejects a feature listed under two statuses and allows only planned to be empty.
  • live-claim now covers preview, planned and off. edi-sftp reads from off. Existing behaviour is unchanged.
  • gateCompare(main, PR baseline, actual) fails in three cases: actual is above main, the PR baseline is loosened above main, or baseline.json is stale. That stops a PR from loosening its own baseline. While main has no baseline.json, the bootstrap step uses the PR baseline and logs it.
  • copy-gate.yml: contents read only, actions pinned to SHAs, persist-credentials false, BASE_REF passed through env (no injection), fetch-depth 0 so origin/ is available. It is listed in workflow_inventory.txt and is not a required context.

Verified

  • Local run of node scripts/copy-lint/check-copy.mjs . --gate at this head: exits 0 (bootstrap), so baseline.json matches the current tree.
  • CI "Copy gate" passes (job 120735665119), which includes node --test.
  • Real data only: the tests take their terms from capabilities.ts and copy-rules.json (liveName, previewTerm, cfg.denylist and so on). No invented records, and only abstract counts.
  • No public copy is changed. The dash characters added in the diff appear only as lint test inputs.

Non-blocking

  • The PR body says "Reductions pass". In fact a reduction fails as stale until the same PR runs --update-baseline. That is intended and tested, but it means #3544, the dash cleanup, has to commit an updated baseline.json if it merges after this one. Please fix the wording in the body.
  • Copy gate only triggers on frontend/** and scripts/copy-lint/**. Copy in other scanned roots, if any, would not run the gate.

CI: most backend and frontend jobs were still pending when I posted. Engine Review Pass and PR Blocker Checklist are failing, as they do on every PR in this queue. Not merging: merge freeze.

Correction to review 5636058643:

  1. I withdraw the claim that the Engine Review Pass and PR Blocker Checklist failures happen on every PR in this queue. I did not verify it.
  2. The note about copy outside frontend/** not triggering the gate does not apply. Every root the linter scans (frontend/src/app, frontend/src/components, frontend/src/lib) is under frontend/.

The PASS verdict at 5383c1c stands.

REVIEW: PASS gemini ee51516

Reviewed 5383c1c...ee51516 (3 files).

  • check-copy.mjs: rejects any registry body with residue left after stripping single-quoted entries and commas, so double-quoted or bare entries fail as Unparseable instead of being dropped silently. Planned may be empty; the other groups still must be non-empty.
  • Tests: removing the planned-empty assertion is correct now that planned may be populated. The new double-quoted test exercises the Unparseable path. The data is the real capability registry, with no invented fixtures.
  • copy-gate.yml: push events compare against github.event.before, which is correct for multi-commit pushes, where HEAD^ was wrong. An all-zero before exits 0, which only applies to branch creation, and push is restricted to main. rev-parse and git show failures now exit 1. A missing baseline is still tolerated only when ls-tree confirms it is absent. Inputs go through env (BASE_REF, BEFORE_SHA), so nothing untrusted is interpolated into run. Permissions stay contents: read, actions stay SHA-pinned, persist-credentials is false and fetch-depth is 0, so the before SHA is reachable.
  • CI was still queued or running at review time; merge gates still apply.

REVIEW: PASS muse 518a7bf
Full diff vs main reviewed (7 files: copy-gate.yml, capabilities.ts four-status registry + statusOf, check-copy.mjs gate/baseline ratchet, tests, baseline.json, knip note, workflow inventory). Gate logic is sound: counts compared against main's baseline (PR can't loosen it), stale baseline fails, bootstrap uses PR baseline when main has none, unparseable/duplicate registry entries rejected. Workflow is read-only with pinned actions and persist-credentials: false. Real data: tests derive inputs from the registry/rules config instead of literals; baseline.json is generated finding counts, no invented records. Recall drill: no changes to Load Sample Data, generateSampleCSV, /proof/recall-drill or sample_recall_drill.csv (those files only appear as baseline counts). Nit: copy-gate.yml lists scripts/copy-lint/baseline.json under paths redundantly (already covered by scripts/copy-lint/**).

Delta since my PASS at 518a7bf is only scripts/copy-lint/baseline.json (+1/-28). It removes entries for sandbox files that no longer exist and lowers the DrillSimulatorClient sample-demo count from 4 to 3. The baseline only shrinks: nothing new is allowlisted and no data is added.

REVIEW: PASS hermes 40fb12b

Hermes delta review since cf0000f. The delta is only a clean merge of origin/main (cfe479e, after #3567). Second parent is origin/main, and the PR's net diff against main is unchanged from the previous head. No PR-authored change was altered. Auto-merge is re-armed on this exact head and still waits for green CI.

Regenerate docs/schema/expected_schema.json from a fresh alembic upgrade head so the RLS isolation suite schema parity check stops reporting EXTRA TABLE for the v135 data gap migration.

REVIEW: PASS deepseek e83d428

Reviewed by hand: Mac load was ~38–45, over the 28 limit, so no DeepSeek pass. There's no earlier DeepSeek review on this PR. The only FAIL is muse's at d2fb80f (pullrequestreview-5634520524), and I re-checked its findings at this head:

  • Blocker (PR could loosen its own baseline): fixed. .github/workflows/copy-gate.yml:36-55 reads the baseline from origin/${BASE_REF} through env, and rev-parse, git show and ls-tree failures all exit 1. scripts/copy-lint/check-copy.mjs:229-239 gateCompare fails when a count goes up vs main, when the PR baseline is loosened vs main (a new key counts as main=0), and when the baseline is stale.
  • Unused File Guard: fixed through frontend/package.json:31 (knip entry) plus the //knip note at :34. Frontend Unused File Guard passes in CI.

Delta since the last reviewed head 40fb12b:

  • Main merge (32e0455, parents 40fb12b + a9cb1f0; main is still a9cb1f0): clean. After stripping index/@@ lines, the PR's net diff against main is the same as before except for baseline.json and expected_schema.json.
  • scripts/copy-lint/baseline.json (1ebef71): counts only go down. Total 354 -> 288, file/rule keys 124 -> 104, and no key is added or raised (checked programmatically). The drops match files removed or cleaned by main's fix(marketing): remove synthetic demo content and Developer Sandbox tier #3543/Remove made-up sample files from frontend/public/samples #3561, e.g. app/demo/*, proof/transformation (invented-entity 19 -> 0), case-studies, page.tsx. No allowlist file is touched.
  • docs/schema/expected_schema.json:5528 (e83d428): the public.data_gap_events entry matches alembic v135 (20261024_41f96588d87c_v135_data_gap_time_to_fix.py:30-40) on all 11 columns. id, tenant_id and closing_record_id are uuid; supplier_key, lot_code, cte_type, gap_kind, gap_key and closing_record_hash are text; opened_at and closed_at are timestamp (the snapshot's usual name for timestamptz). Not null on id, tenant_id, supplier_key, lot_code, cte_type, gap_kind, gap_key and opened_at; nullable on closed_at, closing_record_id and closing_record_hash. foreign_keys is [] and v135 has no FKs.

CI at this head:

  • Repo-root security/RLS/isolation suite passes (job 121053928227 at e83d428): "Schema parity audit OK — 126 tables match the contract". That closes the main snapshot gap.
  • Copy gate, Copy Lint, Frontend Unused File Guard and Pinned supply chain pass. 73 checks succeed in total.
  • Non-blocking: Engine Review Pass fails only because no non-author review exists for this head yet. Vercel Preview Built fails on "status ended success: Canceled by Ignored Build Step", a gate-workflow bug seen on every PR. Head SHA Guard and Blocker Checklist were cancelled. PR Gate: Backend and the per-service tests were still running or queued when I posted.

Real data: nothing broken. The delta is generated lint counts plus a schema contract entry, with no records, seed rows or invented entities. Tests are unchanged.

* feat(suppliers): agreed sending hours per facility and live late CTE metric

Adds supplier_facilities.agreed_sending_hours (nullable, positive) with Alembic and Supabase migrations and downgrades, a tenant scoped PUT route and dashboard control, and computes the late CTE metric against the agreed sending time.

Signed-off-by: Christopher <131207452+PetrefiedThunder@users.noreply.github.com>

* test(security): count the agreed sending hours PUT as a dual session CSRF mutation

Signed-off-by: Christopher <131207452+PetrefiedThunder@users.noreply.github.com>

* fix(copy): real-data follow-up to #3471 (v3) (#3544)

* fix(dashboard): drop fabricated demo data from recall report page

Remove the hardcoded demo investigation stats and affected-lot rows
(invented suppliers, lot codes, consumer counts). Demo mode now renders
the same No data yet empty state with a link to import records.

* feat(copy): label every EPCIS intake and export mention as (Preview)

EPCIS is preview on both paths, so feature-name mentions across app and
marketing copy now carry the (Preview) marker. The integrations eyebrow
now reads CSV upload, JSON events API, EPCIS (Preview). The FDA sortable
export stays unlabeled. Stored keys and option values are unchanged.

* fix(copy): keep typed EPCIS format value unlabeled in customer-readiness

The format field is a string union used for logic; the (Preview) marker
stays on the display name only.

* feat(pricing): show honest unavailable state when billing is unreachable

Drop the hardcoded tier prices and the silent fallback. Prices now come
only from the billing service; when it cannot be reached the page renders
a Pricing is temporarily unavailable state with signup and contact links
instead of invented figures. Hardcoded dollar amounts in the pricing copy
and metadata are removed as well. EPCIS 2.0 export carries the (Preview)
label; the FDA sortable export stays unlabeled.

* fix(app): remove sample and sandbox banners and the simulated ingest walkthrough

Dashboard shell and DemoBanner now say No data yet with a link to connect
real data on the Ingest page. The ingest page no longer fakes a job for
the first example URL; it submits for real. The Sample: Daily FDA package
archive entry is removed from the archive jobs list. Test assertions
updated for the EPCIS (Preview) status labels.

* fix(data-import): remove synthetic sample dataset simulation

Delete SAMPLE_EVENTS, the handleLoadSample flow with its state and types,
and the Load Sample Dataset / Run Simulation card. A regression test
asserts the control is not rendered. Real CSV upload and the API guide
are unchanged.

* test(copy): assert csv-sftp display text never renders SFTP

Display labels were already clean (CSV Import); this locks the invariant
for the csv-sftp registry entry name, customer copy, and the
csv_sftp_import delivery-mode label. Stored keys and ids are unchanged.

* fix(receiving): use a comma in generated Receiving Dock location names

New receiving submissions name the location 'Receiving Dock, <supplier>'
instead of using a dash. No existing records are touched.

* fix(inflow-lab): hide Inflow Lab links from dashboard, docs, ingest, integrations and product

* fix(tools): remove Inflow Lab simulator, walkthrough sample payloads and recall drill demo data

Drops tools/inflow-lab components, lib/api-samples ingest walkthrough JSON, synthetic tools/ask and tools/export copy, and invented proof/recall-drill numbers. Recall report shows the #3536 no_data empty state.

* feat(suppliers): track data gap time to fix per supplier

Open one gap event per flagged missing KDE or failed CTE validation, close it only when a passing record for the same lot and CTE arrives, and store a receipt hash of the closing record. real data on the Ingest page.

* fix(suppliers): lock agreed sending hours to tenant admins (#3584)

* feat(suppliers): agreed sending hours per facility and live late CTE metric

* fix(copy): real-data follow-up to #3471 (v3) (#3544)

* fix(suppliers): lock agreed sending hours to tenant admins

Suppliers no longer set their own late CTE threshold. The write moves to
PUT /v1/supplier/admin/facilities/{facility_id}/agreed-sending-hours,

and scoped to facilities in the caller's tenant. The supplier dashboard
