Backport complete upstream runc #5091 source fix (early command-error check and fresh exec.Cmd for fallback) onto pinned Ubuntu 1.4.0 sources/patches. Go 1.26 disallows a second Cmd.Start after CLONE_INTO_CGROUP returns EBUSY; systemd workspaces trigger it. Keep Go/security baseline and cgroup protection.
Native smoke regression moves init into a child cgroup and enables memory in the parent, then checks repeated exec joins the child. Disposable ARM64 baseline fails; fixed binary passes and succeeds in all five real workspace namespaces. Exact Ubuntu+fix libcontainer tests, generation/lint/TypeScript and diff-check pass. Tested runtime binary temporarily installed locally; app-only restart restored exec without workspace restart. Must run verified native runtime workflow, pin resulting digest, then publish v0.4.7 and upgrade local installation through supported updater.
