Fixes and updates to the tutorial notebooks and gh-page builds:

  • updates non-CASA builds to use python 3.13
  • split CASA install and notebook build into separate environment
  • updates package requirements

Noting that there's a persistent error (ImportError: numpy.core.multiarray failed to import) whenever matplotlib is imported before numpy. Workaround is to always import numpy before.
