A PR to add QuamMacro class for Cross Resonance and associated components/quabit, qubit_pair, qpu classes.
This PR is solely to add
CrossResonanceGatemacro. We will make a separate PR for StarkInducedCZGate macro (this is to make this PR focused on 1 topic and more manageable).Particularly, adding/updating classes below.
Additionally, fixed some history in Changelog to reflect the development.
