Ordinary HOB-EP01 Finalization — NO_BUMP
Same L2-WORKSPACE-PROJECT-DISCOVERY-READ-V1-20261012 / JOIN L2-L4-HOB-EP01-VERIFIED-LINK-V1-20261012, sole writer/history. Protected implementation PR355 merged to c3d4e81; same reviewed tree a74597dbf76fa83c1de4535ab611034de9a41505. R34 and other predecessors stay CLOSED.
Three documentary surfaces only: owning delivery record, current roadmap entry and producer contract delivery status. Product, tests, tools, workflows, package/version unchanged (2.3.120, NO_BUMP). Complete independent documentary Quality/Security admission precedes this ordinary commit. Normal exact-head Finalization reviews, all owning checks and protected merge required; no bypass.
Implementation current complete qualification and original failures are recorded distinctly. The later location guard rejected the old noneditable runtime below repo/tmp: retained failure, no retrospective locationPASS. Fresh outside-checkout runtime installs same official wheel; unchanged owning gate PASS15 plus actual installed40regressions8.910s/OK. All195 source/wheel/runtime product bytes and actual child import equal. Mandatory controls untouched.
New exact-final-main official wheel, real installed HTTP/readback/expiry/refault/stop/cleanup and immutable qualified L4 handoff remain explicitly PENDING until after this merge. No future artifact or full HOB closure claimed. Original unknown browserfailure, cancelled older cycle, actual FAILED nonblocking TDE and retained budgets remain separate.
