The bounded specialist selection and disposition subset is source-qualified on protected EP 2.3.114 main after complete independent Quality/Security. Ordinary NO_BUMP Finalization and fresh exact-final-main noneditable installed acceptance are tracked in the owning r33 register; source merge alone does not close that installed gate.
The deterministic validation/publication subset is qualified on protected 2.3.112 main with noneditable installed evidence. The approved objective remains complete; mechanical controls and first publication use existing deterministic services, with separate mandatory Q/S.
The approved bounded effect execution extension documents the 2.3.110 assessment, documentation/design and scoped Git contracts, their enforced execution boundaries and current qualification status.
Engineering Platform is the local-first execution operations runtime extracted from DJConnect with preserved source-history provenance. This Phase 3 foundation is package/import qualified only. It does not activate services, create a production data store, or cut over any consumer.
