CI was forcing three deprecated Node 20 actions onto Node 24. Update checkout v4→v7, setup-dotnet v4→v6 and setup-python v5→v7, all using their supported Node 24 runtimes. Closes #205.
Only the three action versions change. Triggers, permissions, .NET 9/Python 3 inputs and all validation/distribution steps remain unchanged. Official release notes checked: checkout v7.0.1, setup-dotnet v6.0.0, setup-python v7.0.0. The Node 24 minimum runner is 2.327.1; this Windows-hosted workflow already runs 2.337.0. Checkout's fork/Docker changes and setup-python's removed unused input do not affect this workflow.
Validation: exact three-line diff verified; Release2024/2025/2026/2027 x64 L2 passed on final SHA 3a19e69. Push CI 37190128903 passed all 2,358 tests with zero skips, all guards and distribution smoke; its check annotations are empty and the log has no Node 20 warning. PR CI 37190153610 also passed; its annotations are empty. No product behavior change or L3 claim.
