TECH-W10 follow-up — Update CI actions to supported Node 24 runtimes #205
Description
Outcome
Update official GitHub Actions used by CI to supported Node 24 runtimes, removing forced Node 20 migration warnings.
Boundaries
CI run 37187787882 reports checkout@v4, setup-dotnet@v4 and setup-python@v5 as deprecated Node 20 actions forced onto Node 24. Verify the supported upstream versions and runner requirements, then change only those action versions in active workflows. Preserve triggers, permissions, build matrix, SDK/Python versions and all checks. No application dependency upgrades.
Acceptance
All existing CI checks and test cases pass; those Node 20 action warnings disappear. Explain any runner requirement changes from upstream release notes.

Verify
Inspect official upstream release/migration notes and workflow diff; CI full suite and final four-SDK L2. No product behavior change/L3 claim.

Completed in #213: checkout v7, setup-dotnet v6 and setup-python v7. Both CI runs passed; 2,358 tests and distribution guards remain green. Both check annotation lists are empty and the Node 20 warning is gone. All four SDK builds passed on final 3a19e69. Inputs, permissions, triggers and validation steps unchanged.
