This PR reverts incorrect timezone mappings for European Azure regions in the FinOps hub managed exports module. The previous changes had incorrectly mapped Ireland and UK regions to invalid or wrong Windows timezone IDs. These timezone values are used by Azure Data Factory triggers for scheduling exports, and incorrect values can cause trigger failures.

The previous changes introduced incorrect timezone mappings for European regions. After investigating Windows timezone IDs used by Azure Data Factory:
