Summary

Prepare the 0.22.0 advance notice for the compatibility transition discussed in #368. Starting with 0.23.0, GitHub Copilot for Eclipse will require Eclipse IDE 2025-12 (4.38) or later and Java 21 or later to run Eclipse. Project Java versions are unaffected.

• Update README, CHANGELOG, and bundled What's New with the upcoming requirements and installation guidance for the last compatible 0.22.x release ZIP.
• Show a native startup reminder only when Eclipse is older than 4.38 or its Java runtime is older than 21. The reminder is independent of sign-in, language-server initialization, and automatic What's New settings.
• Persist the announcement-specific "Don't remind me again" choice in configuration scope, with disk writes performed in a background Job.
• Add JUnit coverage for version thresholds, supported environments, persistent dismissal, and independence from other notification settings. No SWTBot probe or probe-framework changes are included.

This PR does not raise current runtime requirements, change target platforms, or remove TM Terminal support. Publish the compatible 0.22.0 notice release before merging the migration work in #368 / #471 for 0.23.0.
