### Fixed

- Agent chat session reply endpoint now enforces channel membership: a registry agent can only reply in channels where its slug is listed as a member. Requests targeting a foreign channel (via `channel_id` or `trace_id`) return 403 `{"error": "not a member of this channel"}`.
- Registry agent slug collision prevention: when two active registry agents have canonical IDs that strip to the same slug, only the first-registered agent may use the session; subsequent agents receive 403 `{"error": "handle collides with another registry agent"}`.

A reply targeting a channel (via explicit `channel_id` or via `trace_id`
resolving to a message's channel) is accepted only when the agent's slug is
a member of that channel; otherwise 403 `not a member of this channel` is
returned and the reply is not recorded. Two registry agents whose canonical
IDs strip to the same slug cannot share a session: only the first-registered
agent may use it; subsequent agents receive 403 `handle collides with another

Fail closed when the registry lookup raises.

When registry.list_all(status="active") raises, the except Exception branch sets active_agents = []. The collision loop then does not run, and _resolve_slug returns the slug. A later agent whose canonical_id strips to the same slug as an active agent is admitted. The collision check exists to reject that case, so this fallback removes the protection it was added to provide.

The admitted agent can take over the first agent's session. BridgeSessionRegistry.subscribe(slug) calls _get_or_create(slug), pushes _DISCONNECT into the current subscriber's queue, and replaces session.queue with a new queue. Later calls to enqueue_user_message(slug, ...) then write to the new queue. The first agent's stream ends, and user messages for that slug can reach the later agent.

The takeover needs an active subscription on the first agent. Without one, the later agent receives a new empty session and no earlier stream is affected.

Update the registry lookup exception path around
registry.list_all(status="active") to fail closed: log the lookup failure and
return an unavailable response with status 503 instead of setting active_agents

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win

Reject an unknown target channel before recording the reply.

When get_channel(target_channel_id) returns None, the route skips the membership check and calls record_reply. An agent can therefore submit an arbitrary unknown channel_id and receive 202 without being a member of any resolved channel. Reject an unknown channel instead of treating it as authorized. Reject an unavailable channel store rather than skipping the check.

Update the channel authorization flow around `chat_channels.get_channel` to
reject the request when the channel store is unavailable or the lookup returns
`None`; only check `slug` against the resolved channel’s members and call
`record_reply` after authorization succeeds.
