Cut 1.7.0: DependencyModules.xUnit4 and CurrentTest

Sets the version to 1.7.0 and adds its section to CHANGELOG.md.

1.7.0 ships #118, which also carries #119. That is the new DependencyModules.xUnit4 package for xunit.v3 version 4, and CurrentTest, ICurrentTestProvider, and TestOutputLoggerProvider in DependencyModules.Testing. The README and the package descriptions on main are the ones for nuget.org.

DependencyModules.xUnit4 is a new package ID on nuget.org, and the release pushes it with NUGET_API_KEY. A key with a glob such as DependencyModules.* covers the new ID. A key made for the existing packages only does not, and then only that package fails to push. --skip-duplicate lets a re-run push it after the key is fixed.

After this merges, push the tag v1.7.0 from the merge commit.

Verified:

• A local dotnet pack of DependencyModules.xUnit4 and DependencyModules.Testing gives version 1.7.0. The README in each package is the README on main, and the descriptions are the new ones.
• The 1.6.1-ci.187 prereleases from main passed in a new consumer directory, on net8.0 and net10.0: xunit.v3 3.2.2 with DependencyModules.xUnit, xunit.v3 4.0.1 with DependencyModules.xUnit4 under VSTest and under dotnet test in MTP mode, and NUnit 4.6.1 with DependencyModules.NUnit.
