Decisions

• Stop teaching agents to interpret or recommend paused contact-rule lifecycle controls.
• Keep the plugin contact-rule surface read-only.
• Align with the public SDK contract in Remove paused lifecycle writes from SDKs and CLI inkbox#120.

Changes

• Removes paused-status interpretation from the bundled contact-rule workflow.
• Leaves allow/block behavior and console-directed mutation guidance intact.

Verification

• Biome lint passed.
• TypeScript typecheck and build passed.
• 631 tests passed.
• git diff --check passed.
