What this is

Every pull request now carries one comment, regenerated in place:

  1. a summary table — DEED syntax · k9-deed conformance · Hypatia verdict grid
  2. the k9-deed conformance grid
  3. the Hypatia verdict grid

Recreated from the MetaManifold-WebUI fork workflow, with the lane renamed
(k9 → k9-deed conformance) and the order fixed (summary, then k9-deed,
then Hypatia).

Why one comment

Three lanes posting three comments is three update loops writing to one PR:
order depends on which job finished last, a lane that cannot render leaves its
old grid standing, and a reader has to assemble the verdict themselves.
The renderer takes the lanes' already-rendered reports as inputs, so each lane
stays independently machine-readable inside the combined body and its own
baseline parser keeps working.

The rules that are not obvious

  • A missing lane is a row, not an omission. No artifact → orange row with
the job result. A summary that silently loses a row reads as "nothing wrong
    there".
  • A failed job outranks its own stale green grid. Result is the newer fact.
  • An unrecognised state word renders orange, never green.
  • Path-less/author-less matching is refused in both new tools: the comment
marker is matched with its author, and the alert dismissals list matches rule
    • path + line, with an aggregate entry matching only an aggregated alert.

Code-scanning alerts (second commit)

All 12 open alerts disposed of:

Alert Disposition
PinnedDependenciesID ×2 (setup.sh.template) fixed — pinned release binary + per-platform SHA-256, platform resolved from uname
BinaryArtifactsID ×2 (casket-ssg, casket-simple) fixed — 3 MB of ELF removed; deploy-casket.yml builds from a pinned commit
TokenPermissionsID ×6 dismissed, with argument — security-events: write is the only way to upload SARIF and a caller cannot grant less than a callee declares; the three contents: write are job-scoped under read-all
SASTID dismissed, with argument — CodeQL runs on every PR; commits merged before it was enabled cannot acquire a check run
hypatia/green_web/non_green_hosting baselined — rule defect (pseudo-path, no line); only match is the AWS CLI used as an S3 client against Cloudflare R2

Dismissals are recorded in .github/code-scanning-dismissals.json and applied
by scripts/dismiss-code-scanning-alerts.sh, which refuses anything not on the
list. The dismissals are not applied yet: this sandbox's token has no
security-events scope. Run scripts/dismiss-code-scanning-alerts.sh --apply
with a token that has it; the script prints the plan first and exits without
writing.

Discovery

3-practice/fork-governance/ — five AsciiDoc files, SPEC.adoc normative.
Reachable from README.adoc, AGENTS.adoc, .claude/CLAUDE.md, the
:governance route in standards_chora.deed, and standards-map.toml
(entry_count 130). propagate-hooks.yml now writes FORK-GOVERNANCE.adoc into
every estate repository in the same commit as its hooks.

Verification

  • scripts/tests/fork-governance-render-test.sh — 22/22
  • scripts/tests/dismiss-code-scanning-alerts-test.sh — 16/16
  • scripts/tests/k9-grid-test.sh — 68/68
  • scripts/check-standards-map.sh — GATE D PASSED (130 entries)
  • scripts/check-workflow-duplicate-keys.sh — 62 files clean
  • 62 workflows parse; git diff --check clean
  • k9-deed: all 14 in-scope K9 files pass L0–L1; L2 needs nickel 1.18.0 (CI installs it, this sandbox does not)

Not done

  • Dismissals unapplied (see above).
  • fail-on-indeterminate is left false in fork-governance.yml until a full
run is observed green — a gate nobody has seen pass gets disabled by the
    first person it blocks.

hyperpolymath and others added 2 commits October 24, 2026 12:42
The code-scanning page carried 12 open alerts. They split by producer:
nine are OSSF Scorecard posture findings (TokenPermissions, PinnedDependencies,
BinaryArtifacts, SAST), one is a Hypatia aggregate, and none of the archive
exclusions apply to Scorecard, which does not read the CodeQL config.

Fixed in code:
- setup.sh.template piped just.systems/install.sh into bash twice (L144,
L156). Replaced with a pinned release binary verified against a per-platform
SHA-256, platform resolved from uname, failing closed on an unknown target.
Same pins as setup.sh, and the template now says so.
- 2-protocols/axel committed two ELF x86-64 generators (1.3M + 1.7M). Removed.
deploy-casket.yml now builds casket-ssg from a pinned commit with the same
toolchain as casket-pages.yml, and the subtree gitignore covers both paths.

Dismissed with a written argument, in .github/code-scanning-dismissals.json and
docs/audits/2026-10-24-code-scanning-triage.adoc:
- six TokenPermissionsID alerts: security-events: write is the only way to
upload SARIF, and a caller cannot grant less than a callee declares without a
startup_failure; the three contents: write are job-scoped and already
narrowed from a read-all workflow level.
- one SASTID aggregate: CodeQL runs on every PR and reports success, but
commits merged before it was enabled cannot acquire a check run.

scripts/dismiss-code-scanning-alerts.sh applies the list and refuses anything
not on it: match is rule id AND path AND line, and a path-less entry (the
aggregate) matches only a path-less alert, so a new finding cannot inherit a
neighbour's rationale. 16 case test, weighted to the negatives.

hypatia/green_web/non_green_hosting is a rule defect -- it reports the
pseudo-path .github/workflows/ with no line, and its only match is the AWS CLI
being used as an S3 client against Cloudflare R2. Baselined with the argument
rather than papered over.

…repo

Every pull request in an estate repository now carries one comment: a summary
of three lanes, then the k9-deed conformance grid, then the Hypatia verdict
grid, in that order. Recreated from the MetaManifold-WebUI fork workflow, with
the lane renamed and the order fixed.

The comment contract (.github/workflows/fork-governance-reusable.yml +
scripts/fork-governance-render.sh):
- marker <!-- fork-governance-verdict: regenerated on every run -->, matched
  with its author so a contributor cannot plant a marker and a forged baseline;
- one comment per PR, updated in place; concurrency cancels a superseded run so
  a slower older run cannot overwrite a newer verdict;
- a lane that produced no artifact stays in the table as orange. Omitting it
would read as "nothing wrong there", which is the failure this system exists
  to prevent;
- a failed job outranks its own stale green grid, and an unrecognised state
  word renders orange, never green.

Standards runs it on every PR (.github/workflows/fork-governance.yml). The
lanes' own pull_request triggers are removed: a path-filtered lane run plus a
governance run is two scans of one commit and, for Hypatia, two SARIF uploads.

Documented as a system in 3-practice/fork-governance/ (README, SPEC, LANES,
ADOPTION, DISCOVERY, all AsciiDoc, SPEC normative for markers and order), and
made findable from every direction a reader arrives by: README routing row,
AGENTS.adoc section, .claude/CLAUDE.md, the :governance route in
standards_chora.deed, standards-map.toml (entry_count 130), and a
FORK-GOVERNANCE.adoc pointer propagated into every estate repository by
propagate-hooks.yml in the same commit as its hooks.

k9-deed conformance in this repository: all 14 in-scope K9 files pass L0-L1;
L2 needs nickel 1.18.0, which CI installs and this sandbox does not have.

📝 Summary

Summary by CodeRabbit

  • New Features
    • Added pull-request governance summaries combining DEED, k9-deed and Hypatia results, with status grids and an overall indicator.
    • Added guidance for adopting and understanding fork governance, including how to interpret missing evidence and check results.
    • Added a verified installer for just in the setup process.
  • Bug Fixes
    • Reduced permissions used during site deployment.
    • Consolidated pull-request checks to avoid duplicate conformance runs and findings.
    • Added documented code-scanning alert dispositions and a tool to review or apply them.
  • Documentation
    • Added repository guidance and routing for the governance checks and their generated pull-request comment.

This PR adds a three-lane fork-governance workflow that publishes a pull-request comment. It also adds adoption and discovery documentation, alert-dismissal tooling, and changes to the archived installer template and Axel site deployment workflow.

Changes: Fork governance

Layer / File(s) Summary
Comment contract and lane states
3-practice/fork-governance/SPEC.adoc, 3-practice/fork-governance/README.adoc, 3-practice/fork-governance/LANES.adoc, scripts/lib/k9-grid.jq, scripts/k9-grid.sh, scripts/tests/k9-grid-test.sh
The documents define comment ordering, lane scope, and status meanings. The k9-deed label replaces the K9 label in the grid and badge output.
Lane orchestration and comment publication
.github/workflows/fork-governance.yml, .github/workflows/fork-governance-reusable.yml, .github/workflows/deed-conformance.yml, .github/workflows/k9-conformance.yml, .github/workflows/hypatia-scan.yml, scripts/fork-governance-render.sh, scripts/tests/fork-governance-render-test.sh, 3-practice/fork-governance/ADOPTION.adoc
The workflow runs the three lanes and passes their results to a reusable workflow that renders and publishes the comment. Existing pull-request triggers are removed from the lane workflows. Adoption guidance documents the workflow configuration and verification steps.
Adoption and discovery routes
AGENTS.adoc, .claude/CLAUDE.md, .github/fork-governance-pointer.adoc, .github/workflows/propagate-hooks.yml, 3-practice/fork-governance/DISCOVERY.adoc, README.adoc, standards-map.toml, standards_chora.deed
Agent instructions, repository pointers, propagation, and routing entries identify the governance documentation and comment workflow.

Code-scanning alert triage

Layer / File(s) Summary
Dismissal records and audit scope
.github/code-scanning-dismissals.json, docs/audits/2026-10-24-code-scanning-triage.adoc, .hypatia-baseline.json
The allowlist records alert dispositions. The audit documents alert scopes and matching constraints, and the baseline records a Hypatia finding as a false positive.
Alert matching and dismissal tooling
scripts/dismiss-code-scanning-alerts.sh, scripts/tests/dismiss-code-scanning-alerts-test.sh, scripts/tests/fixtures/code-scanning-alerts.json
The script validates the allowlist, reads alert data, and plans or applies matching dismissals. Tests cover matching, rejected inputs, exit statuses, and plan-only behaviour.

Build and installer changes

Layer / File(s) Summary
Pinned just installer
9-archive/rhodium-standard-repositories/templates/setup.sh.template, docs/audits/2026-10-24-code-scanning-triage.adoc
The setup template installs a pinned just release after platform selection and SHA-256 verification. The audit documents the related dependency findings.
Casket source build and deployment
2-protocols/axel/.github/workflows/deploy-casket.yml, 2-protocols/axel/.gitignore, docs/audits/2026-10-24-code-scanning-triage.adoc
The deployment workflow builds Casket-SSG from a pinned source revision and reduces the job’s contents permission to read. The gitignore excludes the generated binaries.

The change adds the fork-governance comment and the alert-dismissal tooling. A required governance check currently fails on the baseline growth and must be resolved before merge. The dismissal script should refuse live dismissals from an offline feed. The documented grey DEED behaviour and the overall-badge ranking should be corrected so the posted comment matches the specification.

P1 Badge Separate fork-PR comment posting into a privileged workflow

For pull requests from forks and Dependabot, this job cannot obtain the requested write permission: GitHub documents that GITHUB_TOKEN has read-only permissions for these pull requests. The new entry point runs on pull_request, and the called posting workflow authenticates with github.token, so its comment POST/PATCH fails instead of publishing the promised governance summary. Move posting into a separately privileged, trusted workflow while keeping PR code execution unprivileged; simply changing the entire scanning workflow to pull_request_target would not be safe.

P2 Badge Downgrade successful lanes when their report is missing

When a lane reports success and green but its artifact is unavailable, these assignments still make the summary row and overall badge green. Both artifact downloads explicitly tolerate failure, so a download failure can produce a green summary above an orange missing-evidence placeholder. Running the renderer with successful green verdicts and no report arguments reproduces this, including a bright-green badge. Check report availability when deriving the grid-backed lane states so missing evidence cannot be presented as conformant.

P2 Badge Combine paginated alert responses before matching

When the repository has more than 100 open alerts, this command stores multiple separate JSON arrays in FEED. As confirmed by gh api --help, “Each page is a separate JSON array or object”; --slurp wraps those pages for subsequent flattening. The current array validation accepts the JSON stream, but jq --argjson alerts "$FEED" then rejects it, leaving an empty plan. Because that failure is not checked, the script can exit successfully without dismissing any matching alerts. Slurp and flatten the pages into one array before matching, and propagate plan-construction failures.

P2 Badge Enforce the documented offline guard before dismissing alerts

When testing with ALERTS_JSON and --apply, the script promises that writes are disabled unless GH_TOKEN is set, but this loop unconditionally sends PATCH requests. An existing gh auth login session can authenticate those requests without that variable: gh auth login --help confirms that an authentication token is stored in the system credential store. A mocked CLI run with both token environment variables unset still recorded all seven dismissal requests. Consequently, an offline test can dismiss real alerts using fixture alert numbers without verifying their live rule/path/line. Enforce the documented offline guard before entering this loop.

…ndings

Three CI failures from the fork-governance PR, each with a cause rather than a
symptom:

* check-lock-sync.sh requires every workflow to have its own lock section and
each external uses: to be listed under it. Added sections for
  fork-governance-reusable.yml (checkout, download-artifact) and
fork-governance.yml (none: every uses: is a local ./ reusable call).

* The baseline gate reported "4 unfiltered finding(s)" and named none of them.
It now emits one ::error annotation per finding above threshold, with rule,
type and file. The annotation API survives where the job log does not
(progress-log retention, fork PRs, an API that returns EOF), so a red gate is
now diagnosable from the pull request instead of by reproducing the scanner
  locally.

* Scorecard raises TokenPermissionsID on fork-governance.yml:81, the caller's
job-level security-events: write for the Hypatia lane. Same structural
requirement as codeql.yml and hypatia-scan.yml -- a caller may not grant less
than the callee declares without a startup_failure -- so it gets the same
  written argument in .github/code-scanning-dismissals.json.

Ratchet-exception: .hypatia-baseline.json — one entry added,
green_web/non_green_hosting, because the rule reports a pseudo-path with no
line and cannot be satisfied in source: its only match is the AWS CLI being
used as an S3 client against Cloudflare R2 in mirror-reusable.yml. The entry
carries that argument in its note and is keyed on the rule's fixed path, so a
workflow that genuinely targets a non-green provider would appear separately.

The baseline gate named its own failure the moment it could: four
content_patterns/hardcoded_tmp findings in
scripts/dismiss-code-scanning-alerts.sh, all of them /tmp/.dcsa-err.$$.

A fixed name in a shared directory is a symlink target someone else can
create first, and $$ is guessable on a runner that runs more than one job. The
stderr capture is now a mktemp file removed on exit.

This is also the first demonstration of the annotation change in the previous
commit: the gate used to say "4 unfiltered finding(s)" and nothing else; it now
names the rule, the type, the file and the line for each one.

P2 Badge Preserve findings-family labels in the Hypatia summary

When Hypatia completes with medium or minor findings, the summary misrepresents their severity: scripts/lib/verdict-grid.jq defines yellow as medium findings and blue as minor findings, but this shared label function reports them as “conformant (advisory debt)” and “high findings,” respectively. Rendering successful lanes with --hypatia-verdict yellow or blue reproduces both incorrect summaries, and the same labels propagate into the overall badge. Use findings-family labels for Hypatia rather than reusing the conformance vocabulary, so the summary neither downplays medium findings nor escalates minor findings to high.

P2 Badge Trigger propagation when the canonical pointer changes

When a subsequent commit changes only .github/fork-governance-pointer.adoc, this propagation workflow will not run: its push.paths list at lines 17–19 includes only .githooks/** and the workflow itself. Repository-wide workflow search found no other publisher for this pointer, so downstream FORK-GOVERNANCE.adoc copies remain stale until an unrelated hook/workflow update or an explicit dispatch, despite their banner directing maintainers to edit the canonical source rather than the copies. Add the pointer source to this workflow's push path filter so updating it actually propagates the revised text.

- Line 97: In the `FEED` assignment, replace the predictable `/tmp/.dcsa-err.$$`
path with a securely created error file using `mktemp`, and ensure that file is

values cannot be treated as valid dismissals.
- Around line 159-163: Update the `--apply` flow before the PATCH loop so
`ALERTS_JSON` cannot authorise live dismissals using stored `gh` credentials.
Reject `--apply` when an offline feed is supplied, or require a separate
explicit confirmation for live-feed writes.

Review comments at @scripts/fork-governance-render.sh:
- Line 119: Update rank_of so grey ranks below green rather than using the

- Around line 40-42: Update the negative-test flow in `check` so a failed `plan`
invocation is treated as a test failure, not as an empty match list. Preserve
the pipeline’s exit status before `rm -f` and ensure cleanup cannot mask that
failure.

Do not claim that propagation activates governance.

If a target repository has not adopted the governance workflows, propagation still copies this pointer to its root. The statement that every pull request carries a comment is then false. Describe the comment as available after adoption, and direct readers to ADOPTION.adoc.

Review comment at @.github/fork-governance-pointer.adoc around lines 9 - 10:
Revise the “Fork governance” description to say the pull request comment is
available only after a target repository adopts the governance workflows;
clarify that propagation alone does not activate governance, and direct readers
to ADOPTION.adoc for adoption instructions.

Include the pointer in the dry-run preview.

When dry_run is true, this step skips the pointer. The dry-run output shows only hook changes, although apply mode also writes FORK-GOVERNANCE.adoc. Show whether the target pointer would change before operators apply the estate-wide update.

Review comment at @.github/workflows/propagate-hooks.yml around lines 307 - 310:
Update the pointer-copy step in the workflow so dry-run mode previews whether
the target `FORK-GOVERNANCE.adoc` would change, while apply mode continues to
copy `.github/fork-governance-pointer.adoc` into the target repository.

The only match in this tree is the Cloudflare R2 backup job in mirror-reusable.yml: it runs the preinstalled AWS CLI ('aws s3 cp') against a *.r2.cloudflarestorage.com endpoint with AWS_* credential variables. The provider is Cloudflare, not AWS; 'aws' there is the name of the S3 client, and the bucket holds an encrypted git backup, not the site. Nothing this repository publishes is hosted on any provider in the rule's non-green list. The correct fix is upstream in hypatia (word-boundary matching plus a real file:line), tracked separately; this ack is keyed on the rule's fixed pseudo-path, so if a workflow ever genuinely targets a non-green provider this entry must be removed and the rule fixed instead.","rule_module":"green_web","severity":"medium","type":"non_green_hosting"}]

Resolve the exemption-ratchet failure.

The governance check reports that this entry increased the baseline from 62 to 63 entries. The check fails because the commit message has no Ratchet-exception justification. If this acknowledgement is intentional, add the required justification to the commit message; otherwise remove the entry.

Do not promise a grey DEED row for an empty corpus.

With require-files: false, the DEED reusable reports a zero-file run as a pass. The poster maps a successful DEED job to green, not grey. An adopter following this guidance therefore gets a conformant row with no deed to check. State the current behaviour explicitly, or add a distinct DEED scope result and map that result to grey.

Correct the lane failure descriptions.

“Passes on” says that the listed violations pass. Both rows describe conditions that fail their lane. Change the label to “Fails on” so adopters do not read these conditions as exemptions.

Read large feeds from standard input.

Even with one page, a sufficiently large alert response can exceed the operating system’s per-argument limit when "$FEED" is passed to --argjson. jq then cannot start, but the script continues with an empty PLAN and can report success. Read the feed through standard input or a file, and check the jq exit status before continuing.

Prevent an offline feed from authorising live dismissals.

If an operator runs ALERTS_JSON=... --apply after authenticating with gh auth login, this loop still sends live PATCH requests. The absence of GH_TOKEN does not make the run a dry run: GitHub CLI can use stored credentials. Reject --apply with ALERTS_JSON, or require a separate, explicit live-feed confirmation before writing. Rank grey below every applicable lane state.

rank_of gives grey the fallback rank of 3. If K9 is grey while DEED and Hypatia are green, the overall badge becomes grey. 3-practice/fork-governance/SPEC.adoc permits grey only when every lane is grey. Give grey a lower rank than green; an all-grey input will still retain its initial grey state.

Make negative tests fail when the matcher fails.

If the script exits with an error for a near-miss feed, plan can return an empty match list. The final rm -f gives plan a successful exit status, so an assertion expecting no match passes. Capture the pipeline status before cleanup and make check reject a failed plan call. Based on learnings, a later successful command must not hide an earlier command failure.

P2 Badge Rank not-applicable lanes below applicable verdicts

For downstream repositories using the documented require-files: false option, a successful K9 lane can legitimately return grey. Because rank_of assigns grey the default rank of 3, it outranks both green and yellow: rendering DEED success, K9 grey, and Hypatia yellow produces a light-grey overall badge saying “not applicable” despite applicable security findings. Handle grey explicitly below applicable states so an excluded lane cannot mask the overall verdict; SPEC.adoc §3.1 likewise permits a grey badge only when every lane is grey.
