Grade the diff, split gating from advisory, make the baseline a queue — and propose the canon–spine seam - #1334
Four changes, all answering "what is a verdict about, and which half of the system is it checking".
1. The verdict grades the change, not the repository (schema 2)
Each row carries findings_graded, findings_standing, findings_excluded; state grades the first only. --changed FILE + --exclude-prefix P (default 9-archive/) declare the scope, the report records it, and a delta is only comparable within the same scope — a scope change makes every row look improved, so it is explicitly not a delta.
2. Gating is separate from advisory
A lane's state is the worst gating row; Hypatia gates, everything else reports, and the advisory output is shown beside the verdict so four advisory criticals are named and cannot colour it. Zero gating rows falls back to grading everything — never green by absence.
3. The baseline is a queue, not a graveyard
expires_at was optional: 23 of 63 entries had no date and 7 literally said "Baseline permanently". All 63 are dated now. New or changed entries must carry a usable date (future, ISO, within a 366-day horizon) — enforced by the ratchet, per PR. check-baseline-expiry.sh reports undated/expired/soon-expiring per repository: advisory downstream (--allow-undated), strict here.
4. Hardcoded /tmp/ removed from the drift survey
8 sites in 4 classifiers staged survey data in a predictable world-writable path — CWE-377 in a tool whose job is to read files as security evidence. They now resolve $DRIFT_SURVEY_DIR, else ${XDG_STATE_HOME:-$HOME/.local/state}/drift-survey, created 0700. mktemp is deliberately not the fix: the classifier runs in a later invocation than the sweep, so the path must be re-findable. 4 baseline acks deleted.
5. The canon–spine seam proposal
3-practice/canon-spine/ — README + PROPOSAL, registered in standards-map.toml, pointed at from README and AGENTS. Measured diagnosis: 22 reusables offered / 8 called / 23 of 32 spine workflows call nothing; two different canon pins in one repository; both seam checks exist and neither names a release (job 6 fetches canon.lock from floating main, so a canon release turns the spine red with no spine commit); the canon's duplicate-document check recognises one layout of three and reports green on the spine's two CONTRIBUTING files.
The proposal fixes mechanisms — one seam file read at a named ref with generated pins, a bidirectional workflow registry where local cannot grow quietly, generated/checked/hand-written banners enforced, one vocabulary per document class — plus the rules a bot needs, and the twenty-PR acceptance test applied to the registry itself.
Not done, deliberately
The two banned_language_file criticals stay. a2ml_to_deed.py is not deletable (9,584 *.a2ml files estate-wide, measured) and a 558-line port to bun is not verifiable in this sandbox. Both acks now carry the measurement and the port order instead of "decision pending".
…ueue
Five changes to the governance verdict that all answer one question: what is
the comment a verdict ABOUT? It was grading the repository on every pull
request, so a lane's colour was mostly a fact about history, and a lane that
is the same colour on twenty consecutive PRs is decoration.
1. Scope (verdict-grid schema 2). Each row now carries findings_graded,
findings_standing and findings_excluded, and `state` grades the first only.
`--changed FILE` and `--exclude-prefix P` (default 9-archive/) declare the
scope; the report records it, the identity line states it, and the embedded
baseline blob carries it so a delta is only comparable within the same
scope. A scope change is not an improvement.
2. Gating vs advisory. A lane's state is the worst GATING row. Hypatia gates;
everything else reports. A grid with no gating row falls back to grading
every row, so nothing is ever green by absence. The reusable gains an
`advisory` output and the summary shows it beside the verdict -- four
advisory criticals are named, not silently dropped, and cannot colour it.
3. The baseline is a queue. `expires_at` was optional, and 23 of 63 entries
had none -- seven literally saying "Baseline permanently". All 63 are dated
now. The ratchet refuses new or changed entries without a usable date
(future, ISO, within a 366-day horizon); check-baseline-expiry.sh reports
undated, expired and soon-expiring entries per repository. Advisory
downstream, strict here.
4. SARIF is filtered through the same declared scope as the gate, so the
security tab and the verdict cannot disagree about which results count.
Fails open by design: unfiltered beats over-filtered.
5. The lane is named K9-DEED conformance, as specified, everywhere.
SPEC.adoc 1.1 states all of it, including why `scope` and `gating` are in the
report and must not be tidied away: they are the audit trail for every state
that got better without a fix.
Tests: 200 across the touched surface (verdict-grid 46, render 28, apply-baseline
52, expiry 27, ratchet 19, both SARIF filters 28).

…surements
hardcoded_tmp (8 sites, 4 files -> 4 acks removed)
The classifiers staged their input in /tmp/drift-survey. Three defects, in the
order they bite: a predictable world-writable path is CWE-377 in a script whose
job is to read files as security evidence (another account can create the
directory first and choose what the survey finds); a hardcoded path ignores
TMPDIR; and mktemp is the wrong cure here, which is why the rule's own text
offers two — the classifier runs in a LATER invocation than the sweep that
wrote the file, so the path must be re-findable.
_lib.sh now resolves $DRIFT_SURVEY_DIR, else
${XDG_STATE_HOME:-$HOME/.local/state}/drift-survey, created 0700. All four
classifiers, the README instructions and the two comments that named the old
path follow it. The 4 acks are deleted; the ratchet treats shrinkage as debt
reduction.
banned_language_file (2 criticals -> still 2, but no longer "pending")
a2ml_to_deed.py is not deletable: the estate still holds 9584 *.a2ml files
(measured 2026-10-24), so the translator is live. deed_lint.py survives only
because the translator imports it in-process; it is frozen at deed.abnf v1.0.0
and superseded by deed_lint.js, the sole CI authority. Both notes now carry
that measurement and the port order instead of "decision pending": give
deed_lint.js a stdin+filename mode, drop deed_lint.py, port the translator,
and prove it against the reference translation byte-for-byte.
Deleting the acks would be the lie; leaving them as "pending" was the same lie
with a longer fuse.

…rules for bots
standards and rsr-template-repo are one system and have been edited as two.
This adds 3-practice/canon-spine/ — README (the two roles, the five seam
artefacts, adoption measured) and PROPOSAL (six drift mechanisms, four moves,
order of work, acceptance tests) — and registers it in standards-map.toml with
pointers from README and AGENTS.
The diagnosis is measured, not asserted:
* 22 reusable workflows offered, 8 called (36%), 23 of 32 spine workflows
call nothing at all;
* the pin is not one pin — workflows at b3ce78e, kyaml-format.sh at
75bd5999, both from 2026-10-19, one repository with two answers to
"which canon";
* both directions ARE checked (Gate A, and job 6 of dogfood-gate.yml) and
neither names a release: job 6 fetches canon.lock from floating main, so a
canon release turns the spine red with no spine commit and the repair is a
standardisation PR the estate keeps paying for;
* the canon's duplicate-document check recognises one layout out of three,
and reports green on the spine's two CONTRIBUTING files (139 and 120
lines, different content).
The proposal therefore fixes mechanisms, not symptoms: one seam file read at a
named ref with generated pins; a workflow registry where every file is
classified from a closed set and `local` cannot grow quietly; every file
generated, checked, or hand-written with the banner enforced; one vocabulary per
document class. Plus the rules a bot needs in order not to re-dice either half,
and the twenty-PR acceptance test applied to the registry itself.
Non-normative until ratified; standards-map records it as lifecycle = draft.

📝 Summary
Summary by CodeRabbit
New Features
Governance reports can now distinguish gating verdicts from advisory findings, including Hypatia advisory summaries.
Scans can grade findings against changed files and report excluded or out-of-scope findings separately.
Baseline acknowledgements now support expiry checks, with warnings for entries nearing expiry.
Added a proposal and overview for managing the relationship between the standards canon and repository workflows.
Improvements
Survey outputs now use a configurable persistent location with more restrictive permissions.
Standardised the displayed lane name as “K9-DEED conformance”.
The PR updates Hypatia verdict scope and advisory reporting, adds baseline-expiry checks, changes classifier survey-data paths, and adds documentation for a proposed canon–spine seam. It also standardises the K9-DEED lane name.
Changes: Hypatia scope and governance reporting
Layer / File(s)
Summary
Scope and gating rules 3-practice/fork-governance/SPEC.adoc, scripts/lib/verdict-grid.jq, scripts/verdict-grid.sh, scripts/tests/verdict-grid-test.sh
The specification and verdict grid define whole-repository and delta scope, excluded and standing findings, and gating and advisory rows. Reports use schema 2 and compare baselines only when the scope mode matches.
Hypatia scope workflow and SARIF filtering .github/workflows/hypatia-scan-reusable.yml, scripts/filter-sarif-by-scope.sh, scripts/tests/filter-sarif-by-scope-test.sh
The scan workflow selects delta scope when it resolves a pull-request base and changed-file diff. Otherwise it uses whole-repository scope. It applies configured exclusions to SARIF and passes scope to the renderer.
The scan workflow exposes advisory state and critical/high counts. The fork-governance renderer displays advisory data separately from the verdict. Workflow labels and documentation use “K9-DEED”.
Baseline expiry checks
Layer / File(s)
Summary
Expiry policy and baseline ratchet 3-practice/fork-governance/SPEC.adoc, scripts/check-exemption-ratchet.sh, .hypatia-baseline.json
The specification requires expiry dates for baseline acknowledgements. The ratchet checks new or changed entries against a configurable horizon. The baseline adds expiry dates to several entries and removes four classifier hardcoded_tmp entries.
Expiry forecast and workflow checks scripts/check-baseline-expiry.sh, .github/workflows/governance-reusable.yml, .github/workflows/governance.yml, scripts/tests/check-baseline-expiry-test.sh, scripts/tests/exemption-ratchet-test.sh
The checker reports undated, expired and soon-to-expire entries. The reusable workflow runs it with a 60-day warning window. Tests cover checker outcomes and expiry-date validation.
Classifier survey storage
Layer / File(s)
Summary
Survey directory helper and classifier integration scripts/sweep-classifiers/_lib.sh, scripts/sweep-classifiers/classify-*.sh, scripts/sweep-classifiers/list-workflow-paths.sh, scripts/sweep-classifiers/README.adoc
The shared helper selects DRIFT_SURVEY_DIR or an XDG state-directory fallback, then creates the survey directory with umask 077. Classifier defaults and usage examples now use that directory.
Canon–spine proposal and orientation
Layer / File(s)
Summary
Seam orientation and proposal 3-practice/canon-spine/README.adoc, 3-practice/canon-spine/PROPOSAL.adoc, AGENTS.adoc
The new pages describe the canon and spine roles, existing checks and workflow adoption. The proposal sets out proposed revision pins, a bidirectional workflow registry, generated-file checks, acceptance tests and implementation steps.
Proposal indexing and repository routing standards-map.toml, README.adoc
The standards map registers the canon–spine proposal as a non-canonical draft. The root README adds a route to its orientation and proposal pages.

Merge Risk: Moderate · up to d59e5
The new scoped Hypatia verdict can disagree with the job's blocking gate, so a pull request may fail while its verdict reads green. The SARIF scope filter can also hide malformed input. Resolve or document the scope mismatch before merge; the other findings are small follow-ups.

Scope: static findings reported by each row's tool at the named commit. The table grades only findings in files this change touches, so the colour answers "does this change introduce anything?", not "what does the whole repository still carry?". Standing findings are counted in each accordion and in report.json; the baseline filter remains the place where acknowledged debt is recorded. The lane state is the worst GATING row; advisory rows are listed and counted but never set it. Purple, red, yellow and blue grade the worst GRADED finding present; orange is evidence missing, malformed or a scanner that did not run; grey is an explicit scope exclusion with its reason. No row is a security certification. report.json, badge.json and the raw findings are in the verdict-grid artifact on the linked run.

Fetch the new scope filter from the workflow's revision
For downstream callers that do not vendor scripts/filter-sarif-by-scope.sh, this step cannot apply the declared exclusions: .standards-checkout is still fetched at the older immutable 6b0bfce648cf9b306693cea0af0bd5f6fc9fea0f revision, whereas this commit introduces the helper. The fallback therefore warns and uploads unfiltered SARIF, leaving archive findings in code scanning and in the block-on-high decision even though the grid excludes them. Fetch this helper from the same revision as the reusable workflow, as the renderer checkout already does.
The reason will be displayed to describe this comment to others. Learn more.
Include exclusion prefixes in baseline comparability
When exclusion prefixes change between revisions, the comparison still accepts the previous baseline because it checks only scope.mode; the embedded baseline also discards excluded_prefixes. Rendering an unchanged critical finding under 9-archive/, then adding that exclusion on the next revision, produces ↑ improved (1 fewer blocking) despite no finding being fixed. Preserve the exclusion set in the baseline and reject comparisons when it changes so scope narrowing is not reported as remediation.
The reason will be displayed to describe this comment to others. Learn more.
Preserve literal filenames when computing the change scope
For changed filenames containing non-ASCII characters, tabs, or double quotes, this command writes Git's quoted representation rather than the literal path. Reproduced locally, café.sh becomes "caf\303\251.sh"; bucket then compares that string directly with the scanner's .file, classifying a finding in the changed file as standing and potentially reporting a clean verdict. Use NUL-delimited filenames and update the renderer's list parsing accordingly (git diff -h describes -z as producing “lines terminated with NUL”) so unusual but valid paths cannot escape grading.
Forward the advisory output in the adoption example.
If an adopting repository copies this workflow, hypatia-advisory remains empty even when its Hypatia grid reports advisory critical findings. The combined summary then omits the advisory suffix required by the updated specification. Add hypatia-advisory: ${{ needs.hypatia.outputs.advisory }} beside hypatia-verdict.

[error] 22-22: eval is invoked on a variable, parameter expansion, or command-substitution result, which re-parses the value as shell code. If any part of that value is attacker-controlled (arguments, environment, file contents, network output), it allows arbitrary command execution. Do not eval dynamic data: invoke the command directly with proper quoting (e.g. "$cmd" "$arg"), use arrays for argument lists (cmd=(prog --flag "$value"); "${cmd[@]}"), or restrict input to a validated allowlist before running it.

This masks failures of security-critical operations (downloads, signature/checksum verification, permission changes, cleanup of secrets), letting the script proceed with a bad or insecure state. Leave errexit enabled (set -e / set -euo pipefail), or handle failures explicitly with if/|| and an explicit exit instead of globally turning off failure detection.

Pass scope-excludes through env, not shell interpolation.
A caller can supply shell syntax in scope-excludes. GitHub substitutes that value into the run script before Bash parses SCOPE_EXCLUDES, so the value can execute as code. Set the value in the step’s env block and read the quoted environment variable in the script. Based on learnings, caller-controlled workflow inputs must not be interpolated directly into run scripts.

Move the caller-controlled scope-excludes input out of shell interpolation in
the run script and into the step’s env block; update the script to read the
quoted SCOPE_EXCLUDES environment variable so the input is treated as data, not
executable shell syntax.

Apply the declared scope to the default blocking gate.
If a PR has a standing or excluded high finding that is not in the baseline, the grid omits it from the graded counts but Gate on baseline still passes every finding in hypatia-findings.relativized.json to apply-baseline.sh in blocking mode. That job can fail while its in-scope verdict is clean. Apply the same changed paths and exclusions to this gate, or explicitly keep the gate’s broader scope and report that difference instead of presenting the grid as its verdict.

Update the `Gate on baseline` invocation of `apply-baseline.sh` to apply the
same changed-path scope and exclusions as the grid, reusing `scope_args` where
applicable, so the blocking verdict matches the graded findings.

The only match in this tree is the Cloudflare R2 backup job in mirror-reusable.yml: it runs the preinstalled AWS CLI ('aws s3 cp') against a *.r2.cloudflarestorage.com endpoint with AWS_* credential variables. The provider is Cloudflare, not AWS; 'aws' there is the name of the S3 client, and the bucket holds an encrypted git backup, not the site. Nothing this repository publishes is hosted on any provider in the rule's non-green list. The correct fix is upstream in hypatia (word-boundary matching plus a real file:line), tracked separately; this ack is keyed on the rule's fixed pseudo-path, so if a workflow ever genuinely targets a non-green provider this entry must be removed and the rule fixed instead.","rule_module":"green_web","severity":"medium","type":"non_green_hosting"}]

Consider staggering the new 2027-04-30 expiry dates.
The header and specification identify same-day expiry cliffs as a bulk-renewal risk. They do not require staggered dates. This is an optional maintainability improvement, not a ratchet violation.
Group entries for one tracking issue on one date, and use different dates for unrelated groups. In strict mode, expiry fails after the date passes; the expiry date itself only produces a warning.

Stagger the repeated 2027-04-30 values in the expires_at fields of
.hypatia-baseline.json: keep entries sharing a tracking_issue on one date, and
assign different dates to unrelated groups. Preserve the existing expiry
semantics: warn on the expiry date and fail in strict mode only after it passes.

Name a commit SHA for the lock fetch.
<sha of canon.lock> describes a file hash, but fetching canon.lock by repository path requires a commit, branch or tag reference. If an implementer uses the file hash as the ref, job 6 cannot retrieve the lock. Specify the commit SHA that contains canon.lock; store a separate file digest if the check also needs one. Update the “One ref” section so the `implements` value identifies the commit
containing `canon.lock`, which job 6 can use as its fetch ref. If the file’s
integrity also needs checking, specify a separate file digest rather than using
that digest as the repository ref.

Make the registry example valid TOML.
The reason value crosses lines inside ordinary double quotes. A TOML parser rejects that string. Use a single line or triple quotes so an implementer can parse the proposed registry example. (toml.io)

When DRIFT_SURVEY_DIR or a misconfigured default points to a shared directory, survey_dir_init accepts it without checking ownership or permissions. Another account can then read or replace the survey evidence. Reject directories that the current user does not own or that other accounts can access.

Update survey_dir_init to validate the directory after it exists: reject it

directory, while preserving the existing creation behaviour.

Validate the survey directory before writing private data.
If SURVEY already exists with shared permissions, mkdir -p -m 700 "$SURVEY" does not change those permissions. This can make the stated privacy guarantee false for a shared DRIFT_SURVEY_DIR, a shared XDG_STATE_HOME, or a pre-existing directory with loose permissions.
The current survey_dir_init helper does not fix this case. It skips mkdir when the directory already exists. Update the helper to validate ownership and permissions, then use that validated helper in both examples, or perform equivalent checks before writing.

Remove the hard-coded 2027-06-30 date from the passing fixtures.
check-exemption-ratchet.sh reads the real clock through date -u. It has no --today override. These two fixtures must pass the "not expired" and "inside the horizon" checks. From 2027-07-01, both fail with "expired on 2027-06-30". The suite then fails with no code change.
Derive the date from the current clock instead. jq is already a dependency of the test, and its now and strftime work on GNU and BSD systems.

Replace the hard-coded expiry dates in both passing fixtures in the

⏭️ Checks skipped: 4 · already failing on `main` (not caused by this PR)
…age records (#1335)
`main` has been red since 12:58 today. #1333 (the 228-issue
classification) merged with three failing checks. Both self-test
failures reproduce on a clean checkout; neither is from #1334.
```
scripts/tests/check-inline-python-test.sh -> ledger drift (19 lines, 2 files)
scripts/tests/check-launcher-standard-currency-test.sh -> 2 retired-name defects
```
## Inline Python → `scripts/lib/csv-to-tsv.awk`
The ledger is shrink-only (*"Never add a line; never raise a count"*),
so this is a rewrite. Python was doing one thing well — parsing CSV —
and `awk -F,` is not a substitute: the classification contains rows like
```
1306,"panic-attack (advisory): 10 critical ...",Q,Quick fix,"bug,security",...
```
so splitting on `,` moves every later column one left, silently, into
the report.
The converter handles quoted fields, doubled quotes, empty fields and
CRLF, and **exits 2** on a quoted field spanning lines rather than emit
a record boundary that does not exist. It is **byte-identical to
Python's `csv` module on all 229 records** of the real input — that
equality is how the rewrite was verified.
Both the script and its test now parse through it, so the validation
cannot pass by mis-parsing the document it validates. `--report` output
is unchanged to the character (C=14 … total=228).
## Launcher retired name → path allowlist
The gate's own doctrine is *"historical records are allowlisted by PATH,
never by content"*, and a dated triage record whose subject is a rename
is that class — the same reason `*CHANGELOG*` is already exempt. The
alternative, editing the CSV's `title` column, was worse: that column
indexes GitHub's issue titles, so the fix would make the record disagree
with the thing it exists to check against. `docs/triage/*` joins
`docs/audits/*`, with a comment stating what the exemption covers and
that live guidance naming the retired file is still a defect.
## Verification
| Test | Result |
|---|---|
| `check-inline-python-test.sh` | 24/24 — ledger exact, none
new/grown/stale |
| `check-launcher-standard-currency-test.sh` | 19/19 |
| `triage-2026-10-24-apply-test.sh` | 6/6 |
Also worth a separate look, not in this PR: **#1333 and #1334 both
merged with failing checks**. If "Repo self-tests" isn't a required
status check, that is the same advisory-masquerading-as-gate problem the
verdict grid just fixed — and it is why main was allowed to go red twice
today.

…vely off (#1336)
## The finding
Of the **20 contexts** the main-gate ruleset requires, **19 are
publishable on `pull_request`**. The 20th is not:
| Required context | Publisher | Triggers |
|---|---|---|
| `scan / Hypatia Neurosymbolic Analysis` | `hypatia-scan.yml`, job
`scan` | `push`, `schedule`, `workflow_dispatch` — **no `pull_request`**
|
The missing trigger is deliberate and documented in that workflow's
header (the PR-time scan runs inside `fork-governance.yml`; running both
uploads the same findings twice). The requirement was also deliberate.
Together they made **every pull request unsatisfiable**: all checks
green, `mergeStateStatus: BLOCKED`.
The only exit was the ruleset bypass — `RepositoryRole:5`, `bypass_mode:
always` — and **a bypass applies to the whole ruleset**. That is how two
PRs merged red on 2026-10-24 (#1333, #1334), and how `main` stayed red
for ~3h20m. The unsatisfiable requirement blocked everyone; the
workaround unblocked everyone for everything.
## The gate was never wired
`scripts/check-required-contexts.sh` shipped 2026-09-20 with a fixture
suite and a section headed *"Recommended wiring (not done here,
deliberately)"*. It was never wired. Its only reference in the repo was
a comment assuming a run that never happened — so it never reported, and
its silence was indistinguishable from a clean result. That is the
audit's own subject, one level up.
It now runs as `.github/workflows/required-contexts.yml`: **advisory on
PRs** (this repo currently has the defect; a gate that reds every PR
gets bypassed, which is the failure being fixed), **strict via
`workflow_dispatch`**, summary written either way.
## New verdict: `PR-UNPRODUCIBLE`
The gate asked *"can anything publish this name?"*. A merge rule asks
*"can anything publish it on `pull_request`?"*. A name published only by
push/schedule workflows is neither unsatisfiable nor misspelled — its
repair is a trigger or a different required name, never a rename.
Separate verdict, separate remediation, counted as unsatisfiable.
## Three accuracy fixes, each masking real verdicts
1. **Local reusables were never resolved.** `uses:
./.github/workflows/x.yml` has no `@ref`, so it fell through to the
plain-job branch and published only the caller name — most of this
repo's 20 required contexts were invisible.
2. **A bare `*` matched everything.** A job named `${{ matrix.runtime
}}` degrades to `*`; one such job made the whole required set look
satisfiable.
3. **`events_of … | grep -q` misclassified PR workflows under
`pipefail`** — `grep -q` exits, awk takes SIGPIPE, pipeline returns 141,
workflow reads as "cannot run on a PR".
Output is now one line naming the publisher:
```
scan / Hypatia NeuroSymbolic Analysis — hypatia-scan.yml [push,schedule,workflow_dispatch]
```
## Needs a human (settings, not code)
Recorded in the audit addendum with commands, not applied — branch rules
aren't in git:
- **`bypass_mode: always`** for admins on four rulesets → narrowing this
is what makes the other nineteen checks mean anything.
- **`strict_required_status_checks_policy: false`** → a PR may merge
with checks run against a base that no longer exists.
- **`Repo self-tests` is not required** → the job that caught both
regressions today is advisory.
- Replace the required context via `scripts/apply-branch-gates.sh --repo
hyperpolymath/standards` (reports) then `--apply`.
## Verification
8 hermetic fixture branches, 3 new (PR-unproducible advisory/strict;
same name once a `pull_request_target` workflow publishes it — the
negative control). Duplicate-key gate 63 clean, inline-python ledger
exact, launcher currency clean, YAML parses.

Four changes, all answering "what is a verdict about, and which half of the system is it checking".

3-practice/canon-spine/— README + PROPOSAL, registered instandards-map.toml, pointed at from README and AGENTS. Measured diagnosis: 22 reusables offered / 8 called / 23 of 32 spine workflows call nothing; two different canon pins in one repository; both seam checks exist and neither names a release (job 6 fetchescanon.lockfrom floatingmain, so a canon release turns the spine red with no spine commit); the canon's duplicate-document check recognises one layout of three and reports green on the spine's two CONTRIBUTING files.The proposal fixes mechanisms — one seam file read at a named ref with generated pins, a bidirectional workflow registry where
localcannot grow quietly, generated/checked/hand-written banners enforced, one vocabulary per document class — plus the rules a bot needs, and the twenty-PR acceptance test applied to the registry itself.Not done, deliberately
