Implements hermes-hq#33 — save/edit/delete code snippets with title, language, and tags; search/filter; copy-to-clipboard; JSON import/export via paste (no filesystem access in the plugin API). Note: the issue's "quick-paste into terminal" / terminal.write is not implementable — terminal.write is declared in the permission type enum but there's no api.terminal namespace actually exposed by the host (same gap noted in hermes-ide#383's database-permission work). Copy-to-clipboard is the closest available substitute.

Note for review
The issue asks for "quick-paste into terminal" via
terminal.write. That permission is declared in the type enum but there's noapi.terminalnamespace actually implemented in the host app — I checked the currentHermesPluginAPIinterface and it isn't there. This is the same gap flagged in hermes-ide#383 (filed for the database permission). Copy-to-clipboard is the closest available substitute for now; happy to wire up real terminal paste if/when that API lands.Test plan
