…G.md ci.yml had no concurrency cancellation, no timeout-minutes anywhere, and no paths filter, despite proven duplicate runs on the same branch. Added a concurrency group, timeout-minutes to every job in ci.yml and release.yml, and a paths-ignore filter for docs/specs-only PRs. v0.10.9 was tagged but never got a GitHub Release -- documented it retroactively rather than forcing a real GoReleaser run against a 4-month-old historical tag. CHANGELOG.md was stale since bootstrap and duplicated what GitHub Releases already generates correctly; removed it, nothing referenced the file.
