This is a counter PR to #5428.
Proposer preferences are not checked for equivocations. A proposer that equivocates on the proposer preferences could in principle cause honest peer downscoring by equivocating and making them forward invalid bids over P2P. We should not reject and downscore for non-provable malicious behavior.
