    T18-02 completed in PR #548. Regression coverage now verifies plain, formatted, heading, fallback, mismatch, and later-match metadata behavior across preparation and serialized publish payloads. Local evidence: 35 focused tests, 940 full tests, typecheck, contracts, governance, Biome CI, and diff checks passed. Hosted evidence: all required PR checks passed, including Mutation, Quality, security, compatibility, Codecov, and Conductor hierarchy. Merge SHA: 6c01495.
