style(format): normalize master promotion range [skip release]

Summary

Normalize exactly the 51 files reported by promotion PR #225 so the full master…dev range satisfies the pinned Oxfmt contract. This is formatter-only prerequisite work.

The [skip release] token is intentional: this mechanical change must not publish alpha packages when merged to dev.

• observed affected tests: 45 files / 311 tests
• Hatchet build before tests: 13 files / 142 tests, PASS
• React Router: 8/8 tests + typecheck/build, PASS
• Router Better Auth: 9/9 tests + typecheck/build, PASS
• migration: 9/9; RETIRED 24 consumers / 29 scenarios / 0 pending
• React Router exact 8.3.0
• git diff --check, tracked status and generated cleanup: PASS

Promotion follow-up

After this merges with the release-skip token preserved, refresh #225 from the new dev head and rerun promotion CI. Do not merge #225 without separate beta-publication authorization.
