Every file matches its state before #34, though that restores static-debian12, which still carries emSign G3, so a pinned debian13 base should follow.

The cloud controllers may hit the same start-up failure that broke two other controllers in staging. The scratch images from #34 cannot read their cert-manager CSI client certificate at start ("permission denied"), and 94 Flux units in staging wait behind the failing controllers. This revert puts the image back on distroless so staging recovers. Production is unaffected and no release was cut from these builds.
The scratch move returns once the permission cause is found and tested in staging.
