fix: Build the controller image on Debian 13 - #37

The controller image runs on distroless static Debian 12, whose CA list still trusts emSign ECC Root CA - G3, the eMudhra root whose intermediate CA keys anyone can recover. Distroless static Debian 13 dropped the root. Key features/changes: - Move the runtime stage from static-debian12:nonroot to static-debian13:nonroot, keeping the nonroot user and group

The controller image still trusts emSign ECC Root CA - G3, the compromised eMudhra root, because it runs on distroless static Debian 12. This moves the runtime stage to distroless static Debian 13, whose CA list dropped the root. network-services-operator made the same move in v0.32.33. The image keeps the nonroot user and group (65532), so the cert-manager CSI mount that broke the scratch attempt in #35 still reads as before.
