chore: remove dead Snyk scan workflow - #75

Snyk is switched off across the org (account disabled, billing cancelled, OAuth grants removed), so this workflow calls a shared Snyk scan action that can no longer run. Clean removal, single workflow file deleted with no leftover references anywhere else in the repo (checked README and other workflows). No branch protection is configured on main, so this cannot be breaking a required status check. Commit message and PR description both explain the why clearly. Good to go.

## Summary This reusable workflow scans dependencies through a vendor whose account, billing, and OAuth access were all switched off org-wide, so the scan can no longer run. It is not a required status check anywhere, so removing it changes no merge gate. This change deletes the workflow and its documentation. Summary
CI still runs a security scan against a vendor whose account, billing, and OAuth access were all switched off org-wide.
The scan can no longer execute anything meaningful, so it is dead weight in every pipeline run. It is not a required status check anywhere, so removing it changes no merge gate.
This change deletes the workflow that calls the shared scan action.
