breaking: rimosso il server MCP — migrato a dataciviclab/dcl-mcp - #96

Il lato serving (mcp_server.py, entry point agent-context-mcp, extra [mcp]) e il query-side di navigation.py (search_index, explore_ref, lab_map_summary + helpers) sono migrati in dataciviclab/dcl-mcp insieme ai tool Discussions e al nuovo gcs_query (3 passate di audit newcomer). ACB resta il builder: CLI + CI che producono gli artifact sul branch context, consumati da remoto dal nuovo server. Rimosso anche: - tests/test_mcp_server.py (coperti da dcl-mcp/tests) - test_navigation.py: via i test query-side (coperti da dcl-mcp) - lab-connectors[mcp] → lab-connectors base (serve solo HttpClient)
