Summary

• batch the setup wizard localization work from Localize setup preset descriptions #2, Localize setup MCP catalog descriptions #3, Localize setup detected language hint #7, Localize setup MCP argument placeholders #10, and Localize MCP argument step copy #11
• keep preset descriptions, MCP catalog descriptions, language detection hints, argument placeholders, and argument-step copy together
• resolve the Wizard.tsx and tests/wizard.test.tsx conflicts ahead of review

Verification

• npx vitest run tests/wizard.test.tsx
• npm run typecheck

This PR is intended to supersede #2, #3, #7, #10, and #11 so maintainers do not need to resolve their shared setup wizard conflicts manually.
