Localize setup preset descriptions

Summary:

• Localized setup wizard preset descriptions through the existing i18n system.
• Added zh-CN preset copy for auto, flash, and pro.
• Added a wizard test covering zh-CN preset descriptions.

Verification:

• npm.cmd run test -- wizard.test.tsx passed
• npm.cmd run typecheck passed
• Manually ran npm.cmd run dev -- setup and confirmed the preset descriptions show in Chinese after selecting 简体中文
