Adds the catalog-bound METAPAT v4 semantic license for EPAC typed S0–S6 join terms. Repairs the application’s state/readout, action/result, and occurrence/registration distinctions without changing canon.

metapat.epac_join_terms_application_module(), pin its exact digest, validate catalog/source bindings, and satisfy its consumer evidence obligations. Static inferred bearing remains an EPAC readout; this application grants no Vector binding. Transformation requires a resulting before/after property change; Time requires evidence of actual sequential occurrence. Application tests verify declarations/provenance, not EPAC execution or empirical truth.EPAC #10 must be revalidated against the merged producer. Its previous application digest and 13-role map cannot establish compatibility with this repair.
hmmm: EPAC consumer migration and its own outstanding review findings remain a separate gate. No chemistry, physics, UCNS-law, measurement, proof, production, or private-operation validity transfers.
