Rebel country is the first defined country in common/countries.txt.
OOB recruitment ignores cultural restrictions (same as Victoria 2).
OOB recruitment tries to recruit first pop with large enough size (and correct type or rebel type).
Fallsback to first pop where
regiment_count == max_supported_regiments.After that, it returns a nullptr to a pop + warning.
