Adds community translation drafts of README.md in the seven languages of NTARI policy P2-002 (Global Multilingual Broadcast, as amended 2026-07-24): Spanish, Hindi, Chinese (Mandarin), Portuguese, Arabic, French, and Toki Pona.

These are machine-assisted drafts, not professional translations. Every file opens with a provenance header, written in its own language, stating that it is a draft pending regional-maintainer review per P2-002 §3.1 and that the English original remains authoritative. No existing file is modified.
