feat(komodo): run the Gitops procedure every 15 minutes - #3147

A failed GitHub webhook delivery meant the merge of #3146 was never deployed. The schedule picks up missed pushes within 15 minutes. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

…sync (#3151) Documents the gotcha from #3147: the Gitops procedure runs the `docker-stacks` sync, and Komodo won't update a procedure while it's running. A change to the Gitops procedure makes every Gitops run fail until the sync is run by hand. - Warning comment above the Gitops procedure in `komodo/resources/procedures.toml` - Same note in CLAUDE.md, plus a mention of the new 15-minute schedule This PR changes only a comment in `procedures.toml`, not the procedure itself, so it doesn't trigger the problem. 🤖 Generated with [Claude Code](https://claude.com/claude-code) Co-authored-by: michiel-claude[bot] <339110929+michiel-claude[bot]@users.noreply.github.com> Co-authored-by: Claude Opus 5.5 <noreply@anthropic.com>

The Gitops procedure's 15-minute schedule (#3147) never ran. Komodo translates the English schedule `Every 15 minutes` into `0 0/15 * * * ?`, and then rejects it: ``` Invalid step syntax: single number steps like "0/15" are not allowed. ``` This sets the schedule as cron directly: `0 */15 * * * *` (Komodo's cron has a seconds field first). **After merging:** run Syncs → `docker-stacks` → Execute in Komodo by hand. Gitops can't update itself while it runs (see CLAUDE.md). Then check the procedure shows a next run time. 🤖 Generated with [Claude Code](https://claude.com/claude-code) Co-authored-by: michiel-claude[bot] <339110929+michiel-claude[bot]@users.noreply.github.com> Co-authored-by: Claude Opus 5.5 <noreply@anthropic.com>

Adds a 15-minute schedule to the Gitops procedure, next to the existing webhook trigger.
Why: the GitHub push webhook for the merge of #3146 failed to deliver, so Gitops never ran and the Kometa config change wasn't applied until a manual restart. With the schedule, a missed webhook delays a change by at most 15 minutes.
Cost: when nothing changed, a run only pulls the repo, runs the syncs and refreshes stack caches (about 1 second for the deploy stage, measured today). Each run does add an entry to Komodo's Updates list.
After merge: check that Procedures → Gitops shows a next scheduled run. If Komodo can't parse "Every 15 minutes", it shows a schedule error there.
