Documents the gotcha from #3147: the Gitops procedure runs the
docker-stackssync, and Komodo won't update a procedure while it's running. A change to the Gitops procedure makes every Gitops run fail until the sync is run by hand.komodo/resources/procedures.tomlThis PR changes only a comment in
