Brings in JustVugg#1737, which raises the Linux and macOS make check timeout to 25 minutes. No conflicts; the only file dev changed is check.yml.

check.ymlgavemake check15 minutes on Linux and on macOS. Measured over this week's green runs: Linux median 14.0 minutes, worst 14.9; macOS median 13.3, worst 14.3. Three runs this week were cancelled at the 15-minute mark inside the Python suite with no test failed and showed as red (#1663 macOS, #1356 macOS, #1736 Linux). 25 minutes leaves room without hiding a real hang. Windows (25) and the oracle jobs (20, done in under 2) are unchanged.
