Update from master, add Patr alleles, sort

Adds new Patr alleles, Randi already gave the OK to the new terms

I just noticed that Patr-B*23:02 chain didn't have an accession in chain-sequence.tsv. This is an older term, not one added during this update, so I just added the IPD accession & updated the seqs.

@jamesaoverton I'm wondering if we should add a check that all entries in chain-sequence.tsv have a Source and Accession entry so that we can get their sequence? Otherwise they are just duplicates from chain.tsv. I guess this is something we can have in VALVE validation, which we should probably revisit... (#56) Anyway, that's totally unrelated to this.
