Add Windows, XAMPP, and hosted deployment compatibility

Summary

Adds the first compatibility release for Windows 10/11, XAMPP subdirectory installs, and hosted PHP/MySQL deployments.

Addresses the actionable gaps reported in #20 and #25 without assuming that Windows Pro alone fixes the runtime topology.

Functional fixes

• fixes root-relative CSS, JavaScript, enrollment, and verification URLs when installed at /FingerPrint
• replaces hard-coded MySQL and fingerprint-service settings with environment/local configuration
• preserves simple XAMPP defaults through an ignored configs.local.php
• adds actionable browser errors when the DigitalPersona Web SDK or reader is unavailable
• makes PHP service failures return useful errors instead of opaque connection failures
• changes relative PHP includes to __DIR__-based paths

Deployment and diagnostics

• documents separate xampp-local, hosted, and conditional shared-hosting topologies
• adds a non-sensitive PHP/MySQL/service diagnostic endpoint
• adds a Windows PowerShell preflight script
• adds service health endpoints and Compose health checks
• binds gRPC/HTTP service ports to loopback by default
• builds the patched native engine locally on linux/amd64
• modernizes commands to docker compose
• adds a compatibility issue form and troubleshooting checklist

Native engine correctness

• fixes dangling pointers returned from convert_fmd()
• initializes the DigitalPersona conversion output-buffer size
• replaces non-standard variable-length arrays with owning vectors
• rejects empty verification candidate sets safely

Security and CI

• adds a biometric-data security notice
• adds PHP 8.2/8.3/8.4 syntax checks and Compose validation

Validation performed

• JavaScript syntax check
• YAML parsing for Compose, Actions, and issue form
• git diff --check
• static scan for the broken /src paths and legacy hard-coded configuration

Hardware validation still required

A maintainer or reporter with a U.are.U 4500 and the DigitalPersona Windows Web SDK should validate:

1. Windows 10 Pro 22H2 with WSL 2 and Docker Desktop
2. XAMPP installation at http://localhost/FingerPrint/
3. reader enumeration and four-sample enrollment
4. successful and unsuccessful verification
5. hosted PHP with the matching service deployed beside the server

The PR is a draft until CI and at least the local XAMPP hardware path are confirmed.

IMPORTANT: The SDK V3 and the patch you mentioned need to be installed DO NOT work on Windows 10 Pro.

In other words, it does not connect to the DigitalPersona biometric reader hardware. So far, the only SDK and RTE that has worked is v.1.6.1.965 (DigitalPersona One Touch for Windows SDK).
