I think there is a chance that if impl in Kokkos have changed enough it could be non-BFB, but I need to take a look. The RRTMGP fail looks legitimate for sure though. |

Maybe. But it's odd that shoc is the only process that runs into the non bfb-ness. |

Updates EKAT, which includes update of Kokkos submodule to v5.1.0. Also updates Albany and Trilinos paths to Kokkos 5 compliant versions.
