Issue #81 first slice on the PostgreSQL control plane. Security events append with an outbox row in one transaction instead of rewriting the snapshot. Workers claim with SKIP LOCKED, retry, dead-letter, and record unique receipts. Stdout SIEM is at-least-once; the receipt is the exactly-once ack. Also deterministic ORDER BY on postgres loads (still-valid #98 finding). Do not re-implement the postgres gate.

healthz now awaits health_status_live, which for postgres opens a transaction and aggregates outbox_message via outbox_health. That query shares the single Mutex<Client> with the gateway event path, admin saves, and the leased worker. Frequent liveness probes contend for the one connection, and the cost rises as the outbox table grows.

claim_batch orders by aggregate_id (TEXT), so security-event ids sort as strings: 10 before 2. The receipt-based exactly-once ack is unaffected, but stdout SIEM emission order does not follow numeric event id.

📝 Info: Shutdown signal can be missed while worker is draining
notify_waiters drops the signal when no task is parked on notified(). If run_outbox_worker is inside drain_once at that moment, the stop is lost and only takes effect on a later idle iteration. Harmless because the worker is detached and the process exits after serve returns, but shutdown does not deterministically join it.
