fix(reliability): bound Git metadata lookups in evidence builders

Summary

Consolidates reliability timeout work from #666/#669/#670/#675/#677:

• GIT_METADATA_TIMEOUT_SECONDS + fail-closed RuntimeError on timeout
• scripts: benchmark, buyer packet, procurement, commercial release, Figma evidence
• tests prove timeout, success path, and non-timeout unknown fallback

Supersedes the partial test-only branches once this lands.

Test plan

• pytest the five timeout test modules (13 passed)
• CI green
