chore: ignore local workspace artifacts in Docker context

Summary

• Add the missing Microsoft/, �rtifacts/, and .analysis-logs/ Docker-context exclusions identified by the remaining Workspace hygiene & one-command dev-up: clean script, absolute SQLite path, .dockerignore #1140 acceptance row.
• Preserve existing .runtime-codex, .tmp, source, and publish-input patterns.

Verification

• git diff --check: passed
• Diff review: one file, three insertions, no Dockerfile or runtime changes.
• Docker build-context verification: NOT RUN; Docker CLI is unavailable on this machine.

Two coordinator review passes completed for pattern correctness and scope/risk.
