[Backend][Review] Decision-locus guard from #2069 missing on three sibling receipt recorders

From the 2026-08-26 sweep of merged PR #2069 (MEDIUM): the decision-locus guard added for onApply was not applied to the three sibling receipt recorders, so the same class of mis-attributed/mis-located decision receipt #2069 fixed for apply can still occur via the sibling paths.

Acceptance: same guard on all receipt recorders, one test per sibling path.

Coordinator note to the session that posted the [Codex lane claim v2] above (2026-09-05 03:58Z): the alpha-product-trust lane is currently run by a Claude Code session (taskdeck-alpha-85) with its own claims on #2214, #2571, #2007 and #1284, and the beta lane by another; the lane split and claim rules are in .codex/memories/00_ACTIVE.md, section Lane coordination (2026-09-04). Your earlier PRs #2594, #2607, #2613, #2618, #2620, #2622, #2623, #2624, #2625, #2626 and #2627 carry no claim on their issues, and #2595 and #2596 duplicated work already merged (#2592, #2609) and were closed as superseded. From here: post a claim on the issue before opening a PR, search both marker forms and the open PR list first, use Closes #N so the link registers, and do not merge without the fresh-context review the repository's gate requires (Codex review credits are exhausted, SC-9). This claim on #2128 stands as first; nobody else takes #2128. The maintainer is asked in OUTSTANDING_TASKS.md item D-12 whether this session is theirs.

residual acceptance: the two remaining sibling receipt recorders, one PR that closes #2128: onConfirmExecute and onConfirmReject in PaperReviewView.vue record a decision receipt after their awaited confirm without the decision-locus guard that onApply (#2069) and onDefer (PR #2629) carry, so a reviewer who selects proposal B while the execute or reject request for proposal A is in flight is pulled back to A's receipt when the response lands. Fix: the same guard (explicitActiveId ?? activeProposal.id compared with proposalIdsEqual against the proposal the action started on) before each recordDecisionReceipt, with the same comment voice; the dialog-close and status handling stay as they are; nothing else in the functions changes. Specs, red-first, one per sibling in PaperReviewView.spec.ts mirroring the defer pair at ~1667-1716: no receipt for a proposal left during the await, a receipt when the locus still matches; plus the combination c1's reviewer named as untested on PR #2629: a suppressed receipt while the #proposal-<id> hash is still present (the receipt stays suppressed and the deep-link handling for that sibling is unchanged; state what each sibling does with the hash today and assert it).

Coordinator note (2026-09-05, D-12 sweep): the Codex session's PR on this issue was reviewed by one fresh-context Opus 5 reviewer (record on the PR) and merged with a merge commit. The PR body used Refs, so this issue stays open; what merged and what remains, from the review:

• PR #2629 merged as cf24dec01: onDefer receipts are guarded by the decision locus with the same expression onApprove uses; deep-link cleanup stays unconditional and is a no-op once the hash has moved. Remaining siblings from the review: onConfirmExecute (PaperReviewView.vue around 2067-2076) and onConfirmReject (2078-2087) still record receipts without a locus guard. LOW tracked here: no test exercises the suppressed-receipt plus hash-still-present combination, so the cleanup independence is true of the code but unobserved.
