Adds ring-offset-surface-container to selected CardModal labels, preserving ring-offset-2 and existing selected/focus semantics; adds selected/unselected regression coverage. Verified: CardModal.spec.ts 31/31, negative control failed without token, ESLint, typecheck, build, diff check. Visual contrast remains subject to hosted/browser evidence. Refs #1266
